13	12		AN ACT to amend Tennessee Code Annotated, Title 49,
14	13		relative to the Classic Learning Test.

16	15		BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
17	16		SECTION 1. Tennessee Code Annotated, Section 49-4-902, is amended by adding the
18	17		following as a new, appropriately designated subdivision:
19	18		( ) "CLT" means the Classic Learning Test administered by Classic Learning
20	19		Initiatives, LLC;
21	20		SECTION 2. Tennessee Code Annotated, Section 49-4-902(1), is amended by deleting
22	21		the language "ACT or SAT score" and substituting instead "ACT, SAT, or CLT score,".
23	22		SECTION 3. Tennessee Code Annotated, Section 49-4-907(3), is amended by deleting
24	23		subdivision (B) and substituting instead the following:
25	24		(B) Attain a composite ACT score of at least twenty-one (21) on any single ACT
26	25		test date or a concordant equivalent score on the SAT on any single SAT test date or on
27	26		the CLT on any single CLT test date.
28	27		SECTION 4. Tennessee Code Annotated, Section 49-4-908(a)(3), is amended by
29	28		deleting the language:
30	29		a composite ACT score of at least 21 on any single ACT test date or a concordant
31	30		equivalent score on the SAT on any single SAT test date
32	31		wherever it appears in the subdivision and substituting instead:
33	32		a composite ACT score of at least twenty-one (21) on any single ACT test date or a
34	33		concordant equivalent score on the SAT on any single SAT test date or on the CLT on
35	34		any single CLT test date

40	39		SECTION 5. Tennessee Code Annotated, Section 49-4-916, is amended by deleting the
41	40		language:
42	41		Attain a composite ACT score of at least 29 on any single ACT test date or a concordant
43	42		equivalent score on the SAT on any single SAT test date
44	43		wherever it appears in the section and substituting instead:
45	44		Attain a composite ACT score of at least twenty-nine (29) on any single ACT test date or
46	45		a concordant equivalent score on the SAT on any single SAT test date or on the CLT on
47	46		any single CLT test date
48	47		SECTION 6. Tennessee Code Annotated, Section 49-4-920(a), is amended by deleting
49	48		subdivision (6) and substituting instead the following:
50	49		(6) Attain a composite ACT score of at least eighteen (18) on any single ACT
51	50		test date or a concordant equivalent score on the SAT on any single SAT test date or on
52	51		the CLT on any single CLT test date; and
53	52		SECTION 7. Tennessee Code Annotated, Section 49-4-932, is amended by deleting the
54	53		language "ACT and SAT" wherever it appears in the section and substituting instead "ACT,
55	54		SAT, and CLT".
56	55		SECTION 8. Tennessee Code Annotated, Section 49-4-935(a), is amended by deleting
57	56		subdivision (3) and substituting instead the following:
58	57		(3) Attains a composite ACT score of at least twenty-one (21) on any single ACT
59	58		test date or a concordant equivalent score on the SAT on any single SAT test date or on
60	59		the CLT on any single CLT test date;
61	60		SECTION 9. Tennessee Code Annotated, Section 49-7-101, is amended by adding the
62	61		following as a new subsection:

67	66		(d) Public institutions of higher education are authorized to accept a student's
68	67		score on the ACT, CLT, or SAT, as those terms are defined in § 49-4-902, for purposes
69	68		of admission to the institution.
70	69		SECTION 10. Tennessee Code Annotated, Section 49-6-6010(a)(1), is amended by
71	70		deleting the language "or an equivalent score on the SAT" and substituting instead "or an
72	71		equivalent score on the SAT or Classic Learning Test (CLT)".
73	72		SECTION 11. The Tennessee student assistance corporation may promulgate rules to
74	73		effectuate Sections 1-8 of this act, including rules to establish scores on the Classic Learning
75	74		Test that are the concordant equivalent to scores achieved by students on the ACT or SAT.
76	75		The rules must be promulgated in accordance with the Uniform Administrative Procedures Act,
77	76		compiled in Tennessee Code Annotated, Title 4, Chapter 5.
78	77		SECTION 12. This act takes effect July 1, 2025, the public welfare requiring it.
