1312 AN ACT to amend Tennessee Code Annotated, Title 49,
1413 relative to the Classic Learning Test.

1615 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1716 SECTION 1. Tennessee Code Annotated, Section 49-4-902, is amended by adding the
1817 following as a new, appropriately designated subdivision:
1918 ( ) "CLT" means the Classic Learning Test administered by Classic Learning
2019 Initiatives, LLC;
2120 SECTION 2. Tennessee Code Annotated, Section 49-4-902(1), is amended by deleting
2221 the language "ACT or SAT score" and substituting instead "ACT, SAT, or CLT score,".
2322 SECTION 3. Tennessee Code Annotated, Section 49-4-907(3), is amended by deleting
2423 subdivision (B) and substituting instead the following:
2524 (B) Attain a composite ACT score of at least twenty-one (21) on any single ACT
2625 test date or a concordant equivalent score on the SAT on any single SAT test date or on
2726 the CLT on any single CLT test date.
2827 SECTION 4. Tennessee Code Annotated, Section 49-4-908(a)(3), is amended by
2928 deleting the language:
3029 a composite ACT score of at least 21 on any single ACT test date or a concordant
3130 equivalent score on the SAT on any single SAT test date
3231 wherever it appears in the subdivision and substituting instead:
3332 a composite ACT score of at least twenty-one (21) on any single ACT test date or a
3433 concordant equivalent score on the SAT on any single SAT test date or on the CLT on

4039 SECTION 5. Tennessee Code Annotated, Section 49-4-916, is amended by deleting the
4140 language:
4241 Attain a composite ACT score of at least 29 on any single ACT test date or a concordant
4342 equivalent score on the SAT on any single SAT test date
4443 wherever it appears in the section and substituting instead:
4544 Attain a composite ACT score of at least twenty-nine (29) on any single ACT test date or
4645 a concordant equivalent score on the SAT on any single SAT test date or on the CLT on
4746 any single CLT test date
4847 SECTION 6. Tennessee Code Annotated, Section 49-4-920(a), is amended by deleting
4948 subdivision (6) and substituting instead the following:
5049 (6) Attain a composite ACT score of at least eighteen (18) on any single ACT
5150 test date or a concordant equivalent score on the SAT on any single SAT test date or on
5251 the CLT on any single CLT test date; and
5352 SECTION 7. Tennessee Code Annotated, Section 49-4-932, is amended by deleting the
5453 language "ACT and SAT" wherever it appears in the section and substituting instead "ACT,
5554 SAT, and CLT".
5655 SECTION 8. Tennessee Code Annotated, Section 49-4-935(a), is amended by deleting
5756 subdivision (3) and substituting instead the following:
5857 (3) Attains a composite ACT score of at least twenty-one (21) on any single ACT
5958 test date or a concordant equivalent score on the SAT on any single SAT test date or on
6059 the CLT on any single CLT test date;
6160 SECTION 9. Tennessee Code Annotated, Section 49-7-101, is amended by adding the

6766 (d) Public institutions of higher education are authorized to accept a student's
6867 score on the ACT, CLT, or SAT, as those terms are defined in ยง 49-4-902, for purposes
6968 of admission to the institution.
7069 SECTION 10. Tennessee Code Annotated, Section 49-6-6010(a)(1), is amended by
7170 deleting the language "or an equivalent score on the SAT" and substituting instead "or an
7271 equivalent score on the SAT or Classic Learning Test (CLT)".
7372 SECTION 11. The Tennessee student assistance corporation may promulgate rules to
7473 effectuate Sections 1-8 of this act, including rules to establish scores on the Classic Learning
7574 Test that are the concordant equivalent to scores achieved by students on the ACT or SAT.
7675 The rules must be promulgated in accordance with the Uniform Administrative Procedures Act,
7776 compiled in Tennessee Code Annotated, Title 4, Chapter 5.
7877 SECTION 12. This act takes effect July 1, 2025, the public welfare requiring it.
