HB 107 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly January 30, 2025 Fiscal Analyst: Christine Drescher | Email: christine.drescher@capitol.tn.gov | Phone: 615-741-2564 HB 107 SUMMARY OF BILL: Removes the requirements that, as a condition of eligibility for an applicant or recipient of temporary assistance under the Department of Human Services (DHS) programs, a personal responsibility plan must include: (1) that the children in the family attend school and receive immunizations and health checks; (2) that the parent or guardian attend two or more conferences with the child’s teacher; (3) that the parent or guardian attend at least eight hours of parenting classes; or (4) that the parent participates in support services that the child may need to overcome barriers that may interfere with their ability to be successful. Removes a 20 percent reduction in temporary assistance payments for failure to comply with certain personal responsibility plan requirements. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Any increase in the total number of individuals eligible for temporary assistance as a result of lessening the requirements of a personal responsibility plan and any associated increase in expenditures associated with the proposed legislation will be not significant. • Additionally, removing the 20 percent reduction in temporary assistance payments for failure to comply with certain personal responsibility plan requirements will not significantly impact state or federal expenditures. • According to information provided by DHS, the Temporary Assistance for Needy Families federal program, which funds the state Family Assistance program, had $673,430,803 in unused federal funding that was carried forward in FY24-25. • The proposed legislation will not result in a significant reduction in the processing time of individual cases, and will therefore not result in a significant decrease in state expenditures or in necessary personnel.
