13+AN ACT to amend Tennessee Code Annotated, Title 71,
14+relative to personal responsibility plans.

1616 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1717 SECTION 1. Tennessee Code Annotated, Section 71-3-104, is amended by deleting
1818 subdivisions (h)(2)(B)-(E) and substituting instead the following:
19-(8) The personal responsibility plan must also require the parent or other

2020 caretaker relative, regardless of age or disabling status, to enter a plan with
2121 certain obligations, including, but not limited to, requiring the parent or caretaker
2222 relative to cooperate in the establishment and enforcement of child support, and
2323 naming the father of a child for purposes of paternity establishment, unless good
2424 cause not to cooperate exists, as defined by the department.
2525 (C) Unless exempt, refusal or failure to engage in full-time employment,
2626 part-time employment, or other training or work preparation activities prescribed
2727 by subsection (g) without good cause, or the failure to cooperate in the
2828 establishment or enforcement of child support without good cause, must result in
2929 denial of eligibility for, or termination of, temporary assistance for the entire family
3030 unit.
3131 (D) The personal responsibility plan may provide transportation
3232 assistance, if needed, to participate in required activities; provided, that the
3333 department shall first utilize available community transportation resources before
3434 providing such assistance from department funds. The department shall provide
3535 childcare services for those individuals who are receiving benefits, participating in

3640 work activities prescribed by subsection (g), and not exempt from work activities
3741 pursuant to this part.
