	13	+	AN ACT to amend Tennessee Code Annotated, Title 71,
	14	+	relative to personal responsibility plans.

16	16		BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
17	17		SECTION 1. Tennessee Code Annotated, Section 71-3-104, is amended by deleting
18	18		subdivisions (h)(2)(B)-(E) and substituting instead the following:
19		-	(8) The personal responsibility plan must also require the parent or other

20	20		caretaker relative, regardless of age or disabling status, to enter a plan with
21	21		certain obligations, including, but not limited to, requiring the parent or caretaker
22	22		relative to cooperate in the establishment and enforcement of child support, and
23	23		naming the father of a child for purposes of paternity establishment, unless good
24	24		cause not to cooperate exists, as defined by the department.
25	25		(C) Unless exempt, refusal or failure to engage in full-time employment,
26	26		part-time employment, or other training or work preparation activities prescribed
27	27		by subsection (g) without good cause, or the failure to cooperate in the
28	28		establishment or enforcement of child support without good cause, must result in
29	29		denial of eligibility for, or termination of, temporary assistance for the entire family
30	30		unit.
31	31		(D) The personal responsibility plan may provide transportation
32	32		assistance, if needed, to participate in required activities; provided, that the
33	33		department shall first utilize available community transportation resources before
34	34		providing such assistance from department funds. The department shall provide
35	35		childcare services for those individuals who are receiving benefits, participating in

36	40		work activities prescribed by subsection (g), and not exempt from work activities
37	41		pursuant to this part.
