1313 AN ACT to amend Tennessee Code Annotated, Title 39,
1414 Chapter 17; Title 54 and Title 55, relative to
1515 restrictions on vehicular use of public highways
1616 and streets.

1818 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1919 SECTION 1. Tennessee Code Annotated, Section 55-8-139(a), is amended by
2020 designating the existing language as subdivision (1) and adding the following as a new
2121 subdivision (2):
2222 (2) It is an offense for an occupant of a vehicle to park, leave standing, or stop
2323 the vehicle on a street or highway and to block or impede the normal movement of traffic
2424 for the purpose of soliciting, negotiating, or consummating an employment transaction
2525 with a person standing on or in proximity to the street or highway.
2626 SECTION 2. Tennessee Code Annotated, Section 55-8-139(e), is amended by deleting
2727 the subsection and substituting instead:
2828 (e) A violation of this section is a Class C misdemeanor; except, that:
2929 (1) A person who violates subsection (c) must receive a warning citation
3030 for a first offense; and
3131 (2) If a vehicle parked, left standing, or stopped on a street or highway in
3232 violation of subdivision (a)(2) causes or contributes to a motor vehicle accident,
3333 then a violation of this section is a Class B misdemeanor.
3434 SECTION 3. This act takes effect July 1, 2025, the public welfare requiring it.
