HB 863 - SB 1193 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly March 13, 2025 Fiscal Analyst: Justin Billingsley | Email: justin.billingsley@capitol.tn.gov | Phone: 615-741-2564 HB 863 - SB 1193 SUMMARY OF BILL: Authorizes municipalities and counties to post their code of ordinances or adopted resolutions, as applicable, on their respective websites, or on a website maintained by the Secretary of State (SOS) for any municipality or county which does not maintain a website. Requires any new ordinances and resolutions be posted as aforementioned within one month of adoption. FISCAL IMPACT: STATE GOVERNMENT EXPENDITURES General Fund FY25-26 $8,500 FY26-27 & Subsequent Years $2,500 Assumptions: • Any applicable county or municipality which maintains a website can post their respective code of ordinances or adopted resolutions by utilizing existing staff, without any increase in local expenditures. • According to the SOS, there will be additional costs for a vendor to develop a website on which it can post such notices. • Based on a similar task for which the SOS contracted with a vendor for web development, this legislation is estimated to result in a vendor working 48 hours at an hourly cost of $125, resulting in a one-time increase in state expenditures in FY25-26 of $6,000 (48 x $125). • Additionally, there will be a recurring cost of $2,500 in FY25-26 and subsequent years for cloud-based server hosting and maintenance. • There will be a total increase in state expenditures in FY25-26 of $8,500 ($6,000 + $2,500). • There will be a recurring increase in state expenditures in FY26-27 and subsequent years of $2,500.
