| 17 | 17 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 18 | 18 | | SECTION 1. Tennessee Code Annotated, Title 47, Chapter 18, is amended by adding |
|---|
| 19 | 19 | | the following as a new part: |
|---|
| 20 | 20 | | 47-18-5801. |
|---|
| 21 | 21 | | As used in this part: |
|---|
| 22 | 22 | | (1) "Cloud seeding" means a method of weather modification for the |
|---|
| 23 | 23 | | purpose of directing rainfall to a specific location by a process of injecting, |
|---|
| 24 | 24 | | releasing, or dispersing chemicals into the atmosphere by any means; |
|---|
| 25 | 25 | | (2) "Weather modification" means an activity or service performed by a |
|---|
| 26 | 26 | | public or private entity with the expressed purpose of changing the composition, |
|---|
| 27 | 27 | | behavior, or dynamics of the atmosphere; and |
|---|
| 28 | 28 | | (3) "Weather-related company" means a public or private entity that |
|---|
| 29 | 29 | | offers as a service weather forecasting, modeling and data analysis, atmospheric |
|---|
| 30 | 30 | | and environmental assessments, weather modification, or cloud seeding. |

| 32 | 32 | | It is unlawful for a weather-related company to do any of the following in this |
|---|
| 33 | 33 | | state: |
|---|
| 34 | 34 | | (1) Seeding or dispersing of any substance into clouds or fog, to alter |
|---|
| 35 | 35 | | drop size distribution, produce ice crystals or coagulation of droplets, alter the |
|---|
| 36 | 36 | | |
|---|
| 37 | 37 | | |
|---|

|---|
| 40 | 40 | | development of hail or lightning, or influence in any way the natural development |
|---|
| 41 | 41 | | cycle of clouds or their environment; |
|---|
| 42 | 42 | | (2) Using fires or heat sources to influence convective circulation or |
|---|
| 43 | 43 | | evaporate fog; |
|---|
| 44 | 44 | | (3) Modifying the solar radiation exchange of the earth or clouds through |
|---|
| 45 | 45 | | the release of gases, dusts, liquids, or aerosols into the atmosphere; or |
|---|
| 46 | 46 | | (4) Modifying the characteristics of land or water surfaces by dusting or |
|---|
| 47 | 47 | | treating the surfaces with powders, liquid sprays, dyes, or other materials. |
|---|
| 48 | 48 | | 47-18-5803. |
|---|
| 49 | 49 | | A violation of this part constitutes a violation of the Tennessee Consumer |
|---|
| 50 | 50 | | Protection Act of 1977, compiled in part 1 of this chapter. A violation of this part |
|---|
| 51 | 51 | | constitutes an unfair or deceptive act or practice affecting trade or commerce and is |
|---|
| 52 | 52 | | subject to the penalties and remedies as provided in the Tennessee Consumer |
|---|
| 53 | 53 | | Protection Act of 1977. |
|---|
| 54 | 54 | | SECTION 2. Tennessee Code Annotated, Section 47-18-104(b), is amended by adding |
|---|
| 55 | 55 | | the following as a new subdivision: |

| 56 | 56 | | ( ) Violating ยง 47-18-5802; |
|---|
| 57 | 57 | | SECTION 3. This act takes effect on July 1, 2025, the public welfare requiring it. |
