| 16 | 16 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 17 | 17 | | SECTION 1. Tennessee Code Annotated, Title 49, Chapter 1, Part 2, is amended by |
|---|
| 18 | 18 | | adding the following as a new section: |
|---|
| 19 | 19 | | (a) By June 1, 2025, the department of education, in consultation with the state |
|---|
| 20 | 20 | | board of education, shall conduct a landscape analysis of teacher evaluation practices in |
|---|
| 21 | 21 | | this state and other states. |
|---|
| 22 | 22 | | (b) |
|---|
| 23 | 23 | | (1) The department shall convene a teacher evaluation advisory |
|---|
| 24 | 24 | | committee composed of experienced educators in this state and other experts to |
|---|
| 25 | 25 | | review and evaluate current teacher evaluation practices in this state. The |
|---|
| 26 | 26 | | committee shall report its findings and recommendations to the department at |
|---|
| 27 | 27 | | which time the committee ceases to exist. |
|---|
| 28 | 28 | | (2) Members of the teacher evaluation advisory committee serve without |
|---|
| 29 | 29 | | compensation but are eligible for reimbursement for travel expenses in |
|---|
| 30 | 30 | | accordance with the comprehensive travel regulations as promulgated by the |
|---|
| 31 | 31 | | department of finance and administration and approved by the attorney general |
|---|
| 32 | 32 | | and reporter. |

| 33 | 33 | | (c) The department shall present the findings of the teacher evaluation advisory |
|---|
| 34 | 34 | | committee and the landscape analysis to the state board of education. The department |
|---|
| 35 | 35 | | and the state board shall provide a final report that includes, but is not limited to, the |
|---|
| 36 | 36 | | |

| 40 | 40 | | landscape analysis, the teacher evaluation advisory committee's recommendations, and |
|---|
| 41 | 41 | | any further recommendations made by the department or the state board to the |
|---|
| 42 | 42 | | education committee of the senate and the committee of the house of representatives |
|---|
| 43 | 43 | | having jurisdiction over teacher evaluations by January 31, 2026. |
|---|
| 44 | 44 | | SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it. |
