18 | 18 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

19 | 19 | | SECTION 1. Tennessee Code Annotated, Title 4, Chapter 3, Part 7, is amended by |
---|
20 | 20 | | adding the following as a new section: |
---|
21 | 21 | | (a) This section is known and may be cited as the "Hollyssee Act." |
---|
22 | 22 | | (b) The purpose of this act is to establish a world-class megasite for arts, |
---|
23 | 23 | | entertainment, and media in this state, fostering economic growth, creativity, and |
---|
24 | 24 | | innovation. |
---|
25 | 25 | | (c) The department of economic and community development is responsible for |
---|
26 | 26 | | the creation of a world-class megasite for arts, entertainment, and media in this state. In |
---|
27 | 27 | | order to support the creation of the megasite, the department shall: |
---|
28 | 28 | | (1) Develop the premises of the megasite by: |
---|
29 | 29 | | (A) Identifying and acquiring a suitable location for selection of |
---|
30 | 30 | | the megasite, after considering factors like accessibility, infrastructure, |
---|
31 | 31 | | and natural resources; |
---|
32 | 32 | | (B) Generating a comprehensive master plan for the megasite, |
---|
33 | 33 | | incorporating input from industry experts, local communities, and state |
---|
34 | 34 | | agencies; and |
---|

39 | 39 | | (C) Investing in and conducting any necessary infrastructure |
---|
40 | 40 | | development, including roads, utilities, and public transportation, to |
---|
41 | 41 | | support the megasite's development; |
---|
42 | 42 | | (2) Establish arts, entertainment, and media facilities at the megasite by |
---|
43 | 43 | | coordinating the: |
---|
44 | 44 | | (A) Construction of state-of-the-art soundstages and film |
---|
45 | 45 | | production facilities, which must cater to the needs of film, television, and |
---|
46 | 46 | | commercial productions; |
---|
47 | 47 | | (B) Development of a range of music and performance venues, |
---|
48 | 48 | | including concert halls, theaters, and outdoor amphitheaters; |
---|
49 | 49 | | (C) Establishment of a collection of art galleries and museums, |
---|
50 | 50 | | which can be utilized to showcase local, national, and international art; |
---|
51 | 51 | | and |
---|
52 | 52 | | (D) Creation of dedicated facilities for virtual and augmented |
---|
53 | 53 | | reality experiences, supporting innovation and entrepreneurship; |
---|
54 | 54 | | (3) Establish training and workforce development programs that: |
---|
55 | 55 | | (A) Focus on arts, entertainment, and media-related skills by |
---|
56 | 56 | | partnering with local educational institutions; and |
---|
57 | 57 | | (B) Provide career opportunities, including internships, |
---|
58 | 58 | | apprenticeships, and job placement by fostering partnerships between the |
---|
59 | 59 | | megasite and industry leaders; |
---|
60 | 60 | | (4) Foster economic development and incentives by: |
---|
61 | 61 | | (A) Offering competitive tax incentives for businesses and |
---|
62 | 62 | | productions that are located within the megasite; |
---|

67 | 67 | | (B) Providing grants and funding opportunities for arts, |
---|
68 | 68 | | entertainment, and media projects, and for infrastructure development |

---|
70 | 70 | | (C) Encouraging public-private partnerships, to support the |
---|
71 | 71 | | development and operation of the megasite; |
---|
72 | 72 | | (5) Establish appropriate governance and management for the megasite |
---|
73 | 73 | | by: |
---|
74 | 74 | | (A) Creating the Tennessee Arts, Entertainment, and Media |
---|
75 | 75 | | Megasite Authority, a governing authority to oversee the development, |
---|
76 | 76 | | operation, and management of the megasite; and |
---|
77 | 77 | | (B) Appointing a board of directors composed of industry experts, |
---|
78 | 78 | | local representatives, and state officials to guide the authority's decision |
---|
79 | 79 | | making; and |
---|
80 | 80 | | (6) Support the funding and implementation of steps necessary to create |
---|
81 | 81 | | the megasite by: |
---|
82 | 82 | | (A) Identifying ongoing funding sources for the megasite, |
---|
83 | 83 | | including public-private partnerships, grants, and tax incentives; and |
---|
84 | 84 | | (B) Establishing a timeline for the development of the megasite, |
---|
85 | 85 | | with milestones and benchmarks designating progress towards the |
---|
86 | 86 | | completion of the megasite. |
---|
87 | 87 | | (d) It is the legislative intent that the general assembly appropriate two hundred |
---|
88 | 88 | | fifty million dollars ($250,000,000) in fiscal year 2025-2026 to fund the initial |
---|
89 | 89 | | development phase of the megasite as described in subdivisions (c)(1)–(6). |

94 | 94 | | (e) The department of economic and community development shall promulgate |
---|
95 | 95 | | rules in accordance with the Uniform Administrative Procedures Act, compiled in title 4, |
---|
96 | 96 | | chapter 5, to effectuate this section. |
---|
97 | 97 | | SECTION 2. For purposes of promulgating rules, this act takes effect upon becoming a |
---|
98 | 98 | | law, the public welfare requiring it. For all other purposes, this act takes effect July 1, 2025, the |
---|
99 | 99 | | public welfare requiring it. |
