1313 AN ACT to amend Tennessee Code Annotated, Title 4,
1414 Chapter 3 and Title 64, relative to the
1515 establishment of an arts, entertainment, and
1616 media megasite.

1818 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1919 SECTION 1. Tennessee Code Annotated, Title 4, Chapter 3, Part 7, is amended by
2020 adding the following as a new section:
2121 (a) This section is known and may be cited as the "Hollyssee Act."
2222 (b) The purpose of this act is to establish a world-class megasite for arts,
2323 entertainment, and media in this state, fostering economic growth, creativity, and
2424 innovation.
2525 (c) The department of economic and community development is responsible for
2626 the creation of a world-class megasite for arts, entertainment, and media in this state. In
2727 order to support the creation of the megasite, the department shall:
2828 (1) Develop the premises of the megasite by:
2929 (A) Identifying and acquiring a suitable location for selection of
3030 the megasite, after considering factors like accessibility, infrastructure,
3131 and natural resources;
3232 (B) Generating a comprehensive master plan for the megasite,
3333 incorporating input from industry experts, local communities, and state
3434 agencies; and

3939 (C) Investing in and conducting any necessary infrastructure
4040 development, including roads, utilities, and public transportation, to
4141 support the megasite's development;
4242 (2) Establish arts, entertainment, and media facilities at the megasite by
4343 coordinating the:
4444 (A) Construction of state-of-the-art soundstages and film
4545 production facilities, which must cater to the needs of film, television, and
4646 commercial productions;
4747 (B) Development of a range of music and performance venues,
4848 including concert halls, theaters, and outdoor amphitheaters;
4949 (C) Establishment of a collection of art galleries and museums,
5050 which can be utilized to showcase local, national, and international art;
5151 and
5252 (D) Creation of dedicated facilities for virtual and augmented
5353 reality experiences, supporting innovation and entrepreneurship;
5454 (3) Establish training and workforce development programs that:
5555 (A) Focus on arts, entertainment, and media-related skills by
5656 partnering with local educational institutions; and
5757 (B) Provide career opportunities, including internships,
5858 apprenticeships, and job placement by fostering partnerships between the
5959 megasite and industry leaders;
6060 (4) Foster economic development and incentives by:
6161 (A) Offering competitive tax incentives for businesses and
6262 productions that are located within the megasite;

6767 (B) Providing grants and funding opportunities for arts,
6868 entertainment, and media projects, and for infrastructure development
6969 and workforce training; and
7070 (C) Encouraging public-private partnerships, to support the
7171 development and operation of the megasite;
7272 (5) Establish appropriate governance and management for the megasite
7373 by:
7474 (A) Creating the Tennessee Arts, Entertainment, and Media
7575 Megasite Authority, a governing authority to oversee the development,
7676 operation, and management of the megasite; and
7777 (B) Appointing a board of directors composed of industry experts,
7878 local representatives, and state officials to guide the authority's decision
7979 making; and
8080 (6) Support the funding and implementation of steps necessary to create
8181 the megasite by:
8282 (A) Identifying ongoing funding sources for the megasite,
8383 including public-private partnerships, grants, and tax incentives; and
8484 (B) Establishing a timeline for the development of the megasite,
8585 with milestones and benchmarks designating progress towards the
8686 completion of the megasite.
8787 (d) It is the legislative intent that the general assembly appropriate two hundred
8888 fifty million dollars ($250,000,000) in fiscal year 2025-2026 to fund the initial
8989 development phase of the megasite as described in subdivisions (c)(1)–(6).

9494 (e) The department of economic and community development shall promulgate
9595 rules in accordance with the Uniform Administrative Procedures Act, compiled in title 4,
9696 chapter 5, to effectuate this section.
9797 SECTION 2. For purposes of promulgating rules, this act takes effect upon becoming a
9898 law, the public welfare requiring it. For all other purposes, this act takes effect July 1, 2025, the
9999 public welfare requiring it.
