13	13	AN ACT to amend Tennessee Code Annotated, Title 4;
14	14	Title 49, Chapter 4 and Title 49, Chapter 7, relative
15	15	to higher education.

17	17	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
18	18	SECTION 1. Tennessee Code Annotated, Section 49-4-201, is amended by deleting the
19	19	section and substituting instead:
20	20	Notwithstanding title 48, chapters 51-69 to the contrary, there is created a
21	21	nonprofit corporation that is known as the Tennessee student assistance corporation,
22	22	which operates as a division within the Tennessee higher education commission, to
23	23	administer student assistance programs authorized by law. The corporation must be
24	24	registered with the secretary of state and is subject to the corporate laws of this state,
25	25	except as provided in this part and parts 3 and 6-9 of this chapter.
26	26	SECTION 2. Tennessee Code Annotated, Section 49-4-202, is amended by deleting the
27	27	section and substituting instead:
28	28	(a) The governing board of directors for the Tennessee student assistance
29	29	corporation as of June 30, 2024, is terminated on July 1, 2025. Effective July 1, 2025,
30	30	the Tennessee higher education commission, created by § 49-7-201, shall serve as the
31	31	governing board of directors for the Tennessee student assistance corporation.
32	32	(b) The Tennessee student assistance corporation shall carry out the purposes
33	33	of this part and parts 3 and 6-9 of this chapter. The commission is authorized and
34	34	empowered to expend for the necessary administration of this part and parts 3 and 6-9
35	35	of this chapter any funds appropriated, received, or allocated for the purposes of this
36	36	part and parts 3 and 6-9 of this chapter.

41	41	SECTION 3. Tennessee Code Annotated, Section 49-4-708(c)(5), is amended by
42	42	deleting "or Tennessee college of applied technology".
43	43	SECTION 4. Tennessee Code Annotated, Section 49-4-902(33)(B), is amended by
44	44	deleting the subdivision and substituting:
45	45	(B) Culminates in an industry certification, registered apprenticeship,
46	46	occupational licensure, or certificate, but does not include participation in, or completion
47	47	of, a program of professional development, continuing education, exam preparation, or
48	48	similar objectives;
49	49	SECTION 5. Tennessee Code Annotated, Section 49-4-921(e), is amended by deleting
50	50	"certificate or diploma" and substituting instead "QNDC, certificate, or diploma".
51	51	SECTION 6. Tennessee Code Annotated, Section 49-4-923, is amended by deleting the
52	52	section.
53	53	SECTION 7. Tennessee Code Annotated, Section 49-4-902(46), is amended by
54	54	deleting the language "Wilder-Naifeh technical skills grant" and substituting instead
55	55	"TennesseeWORKS scholarship" and redesignating the subdivision appropriately.
56	56	SECTION 8. Tennessee Code Annotated, Section 49-4-905, is amended by deleting the
57	57	language "Wilder-Naifeh technical skills grant" wherever it appears in subsection (a) and
58	58	substituting instead "TennesseeWORKS scholarship" and deleting the language "Wilder-Naifeh
59	59	technical skills grants" in subdivision (b)(2) and substituting instead "TennesseeWORKS
60	60	scholarships".
61	61	SECTION 9. Tennessee Code Annotated, Section 49-4-921, is amended by deleting the
62	62	language "Wilder-Naifeh technical skills grant" wherever it appears and substituting instead
63	63	"TennesseeWORKS scholarship" and deleting the language "Wilder-Naifeh technical skills
64	64	grants" in subsection (e) and substituting instead "TennesseeWORKS scholarships".

69	69	SECTION 10. Tennessee Code Annotated, Section 49-4-922, is amended by deleting
70	70	the language "Wilder-Naifeh technical skills grant" and substituting instead "TennesseeWORKS
71	71	scholarship".
72	72	SECTION 11. Tennessee Code Annotated, Section 49-4-937(a), is amended by
73	73	deleting the language "Wilder-Naifeh technical skills grant" and substituting instead
74	74	"TennesseeWORKS scholarship".
75	75	SECTION 12. Tennessee Code Annotated, Section 49-7-202(c), is amended by adding
76	76	the following as a new subdivision:
77	77	(4) Serve as the governing board of directors for the Tennessee student
78	78	assistance corporation.
79	79	SECTION 13. Tennessee Code Annotated, Section 4-29-247(a), is amended by
80	80	deleting subdivision (66) and substituting instead:
81	81	(66) The Tennessee student assistance corporation, as governed by the
82	82	Tennessee higher education commission, created by § 49-7-201;
83	83	SECTION 14. This act takes effect upon becoming a law, the public welfare requiring it.
