1212 A RESOLUTION expressing support for the Crisis Recovery
1313 Network coordinated by the Southern Regional
1414 Education Board and the participation of the
1515 State of Tennessee, recognizing the Network as
1616 a trusted support for Tennessee schools,
1717 districts, and postsecondary institutions to call
1818 upon if the need arises.

2020 WHEREAS, after natural disasters like hurricanes, tornadoes, and floods and after
2121 school shootings and in public emergencies, recovery must be prioritized as a long-term
2222 process, rather than an immediate response only; and
2323 WHEREAS, states, districts, and postsecondary institutions have focused on crisis
2424 prevention and management, but may not have the capacity to provide sustained support for
2525 their students, teachers, communities, and even their own counselors during the recovery stage;

2727 WHEREAS, rural districts and institutions in particular tend to have fewer counselors and
2828 limited access to additional counseling resources; and
2929 WHEREAS, school counselors are often expected to respond to student needs after
3030 tragedy, even as they themselves grapple with the emotional toll, underscoring the need for
3131 external support for the entire school community; and
3232 WHEREAS, schools and institutions affected by crisis may require at least a year of
3333 dedicated support to fully recover; and
3434 WHEREAS, recovery efforts can strain resources that are already stretched thin, given
3535 that a National Center for Education Statistics study showed that less than half of public schools
3636 surveyed believe that their school is able to provide mental health services to all students in
3737 need; and

4242 WHEREAS, recovery is an extended healing process for students and adults alike, and
4343 having additional counselors come to the aid of a school or institution in extreme need supports
4444 the healing process of all people in the community, including teachers and counselors at that
4545 school; and
4646 WHEREAS, specialized training for counselors is essential to ensure that they have
4747 psychological first aid training and provide counseling that aligns with the unique needs of an
4848 educational environment; and
4949 WHEREAS, research shows that students who receive adequate support after a crisis
5050 are more likely to succeed academically, remain in school, and contribute positively to society;

5252 WHEREAS, the Southern Regional Education Board, with its seventy-five-year history of
5353 partnering with states to improve education, is uniquely equipped to lead this effort because of
5454 its ability to mobilize key education and policymaking stakeholders at all levels; now, therefore,
5555 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
5656 FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
5757 CONCURRING, that to meet the urgent need for a coordinated, region-wide effort to provide
5858 consistent long-term counseling capacity that is ready to deploy immediately after a crisis is
5959 managed, we support the SREB Crisis Recovery Support Network.
6060 BE IT FURTHER RESOLVED, that we recognize that the Southern Regional Education
6161 Board, in close collaboration with governors' offices, state education agencies, local districts,
6262 and postsecondary institutions, will complement existing school and district crisis management
6363 efforts by focusing on long-term healing and psychological resilience and by deploying
6464 counselors with specialized training to schools in extreme need.
