14 | 14 | | WHEREAS, this General Assembly recognizes and applauds the public and private |
---|
15 | 15 | | overdose reversal initiatives currently in place; and |
---|
16 | 16 | | WHEREAS, this General Assembly acknowledges that the treatment of addiction is a |
---|
17 | 17 | | complex policy issue that demands more resources across the board to create a more effective |
---|
18 | 18 | | continuum of care; and |
---|
19 | 19 | | WHEREAS, in the interim, saving lives should be an urgent and top priority for the State |
---|
20 | 20 | | of Tennessee; and |
---|
21 | 21 | | WHEREAS, this General Assembly recognizes that recent encouraging, but modest, |
---|
22 | 22 | | decreases in the overdose death rate in Tennessee suggest that greater availability and |
---|
23 | 23 | | awareness of overdose reversal medications, such as Narcan, could accelerate a decrease in |
---|
24 | 24 | | the number of lives lost to overdose; and |
---|
25 | 25 | | WHEREAS, Tennessee Code Annotated, Section 9-4-1301, establishes the opioid |
---|
26 | 26 | | abatement fund to support opioid abatement, treatment, and remediation programs and services |
---|
27 | 27 | | from proceeds received from the statewide opioid settlement agreement entered into with |
---|
28 | 28 | | various pharmaceutical companies and pharmacies, such proceeds to be disbursed at the |
---|
29 | 29 | | direction of the Tennessee opioid abatement council; and |
---|
30 | 30 | | WHEREAS, Tennessee Code Annotated, Section 33-11-103, requires the Tennessee |
---|
31 | 31 | | opioid abatement council to disburse thirty-five percent (35%) of these proceeds to counties that |
---|
32 | 32 | | "join the settlement" in accordance with data measuring the impact of the opioid crisis at the |
---|
33 | 33 | | county level; and |

38 | 38 | | WHEREAS, the Tennessee opioid abatement council is further required to disburse the |
---|
39 | 39 | | remaining sixty-five percent (65%) of such proceeds for statewide, regional, or local opioid |
---|
40 | 40 | | abatement and remediation purposes through a competitive grant application process; now, |
---|
41 | 41 | | therefore, |

42 | 42 | | BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED |
---|
43 | 43 | | FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE |
---|
44 | 44 | | CONCURRING, that this General Assembly respectfully urges the Tennessee opioid abatement |
---|
45 | 45 | | council and each county that has joined the settlement to allocate a minimum of twenty-five |
---|
46 | 46 | | percent (25%) of expenditures approved from the opioid abatement fund pursuant to Tennessee |
---|
47 | 47 | | Code Annotated, Section 33-11-103, to specific initiatives that save lives via the distribution and |
---|
48 | 48 | | promotion of overdose reversal medications until such time as the overdose death rate in |
---|
49 | 49 | | Tennessee has been reduced by a minimum of twenty-five percent (25%). |
---|
50 | 50 | | BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to |
---|
51 | 51 | | the Tennessee opioid abatement council, which shall ensure that additional copies be |
---|
52 | 52 | | distributed to each participating county. |
