1212 A RESOLUTION relative to overdose reversal initiatives.

1414 WHEREAS, this General Assembly recognizes and applauds the public and private
1515 overdose reversal initiatives currently in place; and
1616 WHEREAS, this General Assembly acknowledges that the treatment of addiction is a
1717 complex policy issue that demands more resources across the board to create a more effective
1818 continuum of care; and
1919 WHEREAS, in the interim, saving lives should be an urgent and top priority for the State
2020 of Tennessee; and
2121 WHEREAS, this General Assembly recognizes that recent encouraging, but modest,
2222 decreases in the overdose death rate in Tennessee suggest that greater availability and
2323 awareness of overdose reversal medications, such as Narcan, could accelerate a decrease in
2424 the number of lives lost to overdose; and
2525 WHEREAS, Tennessee Code Annotated, Section 9-4-1301, establishes the opioid
2626 abatement fund to support opioid abatement, treatment, and remediation programs and services
2727 from proceeds received from the statewide opioid settlement agreement entered into with
2828 various pharmaceutical companies and pharmacies, such proceeds to be disbursed at the
2929 direction of the Tennessee opioid abatement council; and
3030 WHEREAS, Tennessee Code Annotated, Section 33-11-103, requires the Tennessee
3131 opioid abatement council to disburse thirty-five percent (35%) of these proceeds to counties that
3232 "join the settlement" in accordance with data measuring the impact of the opioid crisis at the
3333 county level; and

3838 WHEREAS, the Tennessee opioid abatement council is further required to disburse the
3939 remaining sixty-five percent (65%) of such proceeds for statewide, regional, or local opioid
4040 abatement and remediation purposes through a competitive grant application process; now,
4141 therefore,
4242 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
4343 FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
4444 CONCURRING, that this General Assembly respectfully urges the Tennessee opioid abatement
4545 council and each county that has joined the settlement to allocate a minimum of twenty-five
4646 percent (25%) of expenditures approved from the opioid abatement fund pursuant to Tennessee
4747 Code Annotated, Section 33-11-103, to specific initiatives that save lives via the distribution and
4848 promotion of overdose reversal medications until such time as the overdose death rate in
4949 Tennessee has been reduced by a minimum of twenty-five percent (25%).
5050 BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to
5151 the Tennessee opioid abatement council, which shall ensure that additional copies be
5252 distributed to each participating county.
