1212 A RESOLUTION to honor the memory of James Stephen Turner
1313 of Nashville.

1515 WHEREAS, the members of this General Assembly were greatly saddened to learn of
1616 the passing of James Stephen Turner; and
1717 WHEREAS, Steve Turner was an esteemed business leader and consummate
1818 professional who worked assiduously to improve the quality of life for his fellow citizens in
1919 numerous capacities; and
2020 WHEREAS, Mr. Turner was born on February 26, 1947, in Scottsville, Kentucky, as the
2121 youngest member of the founding family of Dollar General; throughout his life, he always
2222 appreciated the small-town values of the community in which he was raised and admired the
2323 way neighbors and friends looked after one another; and
2424 WHEREAS, a romantic in many ways, Steve Turner found the love of his life, Judy
2525 Turner, at an early age, asking her out on their first date before he even had his driver's license;
2626 and
2727 WHEREAS, Mr. Turner honorably served his nation as a member of the United States
2828 Army and carried forward the lessons of selfless service into every aspect of his life; and
2929 WHEREAS, his professional journey began at Dollar General and continued at Farmers
3030 National Bank in Scottsville, but his most significant legacy is the transformative impact he had
3131 on downtown Nashville; and
3232 WHEREAS, upon moving to Nashville in 1986, Steve Turner envisioned and tirelessly
3333 pursued a dream of revitalizing downtown Nashville; in time, he brought his unique creativity
3434 and dedication to fruition, particularly in the development of The Gulch, a project so remarkable
3535 that it served as the spark that emboldened the unprecedented development of the core of
3636 Music City; and

4141 WHEREAS, Mr. Turner's civic engagement and passion for the arts and community were
4242 evident in his leadership roles, including serving as chairman of the Country Music Hall of Fame
4343 and Museum and as a board member of the Frist Art Museum, the Tennessee Performing Arts
4444 Center, and the Nashville Symphony, where he chaired the Building Committee for the
4545 Schermerhorn Symphony Center, which houses the concert hall named for his mother, Laura
4646 Turner; and
4747 WHEREAS, he also contributed significantly to Nashville's academic and business
4848 communities as a member of the Board of Trust of Vanderbilt University, the Nashville Area
4949 Chamber of Commerce, Cumberland Region Tomorrow, and the Transit Alliance of Middle
5050 Tennessee; and
5151 WHEREAS, Steve Turner's philanthropic legacy is carried forward by the next
5252 generations of the Turner family through the James Stephen Turner Family Foundation; and
5353 WHEREAS, Mr. Turner was deeply devoted to his family, and he always endeavored to
5454 remain true to family values of the highest order; and
5555 WHEREAS, left to cherish his memory are his son, Jay (Christi) Turner; grandchildren,
5656 Katherine and Stephen; brother, Cal Turner, Jr.; and a multitude of nieces and nephews; and
5757 WHEREAS, he was preceded in death by his beloved wife, Judy Turner; parents, Cal
5858 and Laura Katherine Turner; daughter, Laura Anne; and sisters, Laura Jo Dugas and Betty
5959 Turner Campbell; and
6060 WHEREAS, Steve Turner leaves behind an indelible legacy of integrity and probity in
6161 public life, compassion and loyalty in private life, and diligence and dedication in all his chosen
6262 endeavors; and
6363 WHEREAS, it is fitting that we should remember the bountiful life of this exceptional
6464 public servant and human being; now, therefore,
6565 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
6666 FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE
6767 CONCURRING, that we honor the memory of James Stephen Turner, reflecting fondly upon his

7272 impeccable character and his stalwart commitment to living the examined life with courage and
7373 conviction.
7474 BE IT FURTHER RESOLVED, that we express our sympathy and offer our condolences
7575 to the family of Mr. Turner.
7676 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
7777 for presentation with this final clause omitted from such copy and upon proper request made to
7878 the appropriate clerk, the language appearing immediately following the State seal appear
7979 without House or Senate designation.
