| 13 | 13 | | AN ACT to amend Tennessee Code Annotated, Title 37; |

| 16 | 16 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 17 | 17 | | SECTION 1. |
|---|
| 18 | 18 | | (a) The Tennessee advisory commission on intergovernmental relations (TACIR) |
|---|
| 19 | 19 | | shall study: |
|---|
| 20 | 20 | | (1) The current availability of local juvenile detention centers and other |
|---|
| 21 | 21 | | facilities for the housing and treatment of juveniles detained prior to an |
|---|
| 22 | 22 | | adjudicatory hearing, and whether there is a need for additional local juvenile |
|---|
| 23 | 23 | | detention centers or other facilities for the housing and treatment of juvenile |
|---|
| 24 | 24 | | offenders detained prior to an adjudicatory hearing; and |
|---|
| 25 | 25 | | (2) The current availability of housing and other treatment facilities for |
|---|
| 26 | 26 | | juvenile offenders who have been adjudicated delinquent and committed to the |
|---|
| 27 | 27 | | custody of the department of children's services, and whether there is a need for |
|---|
| 28 | 28 | | additional housing or other treatment facilities for those juvenile offenders. |
|---|
| 29 | 29 | | (b) TACIR may request information and input from the department of children's |
|---|
| 30 | 30 | | services and other appropriate state and local governmental entities, as necessary, and |
|---|
| 31 | 31 | | such an entity shall comply with TACIR's request. The study must be conducted from |
|---|
| 32 | 32 | | TACIR's existing resources. |
|---|
| 33 | 33 | | (c) On or before January 1, 2026, TACIR shall report its findings and |
|---|
| 34 | 34 | | recommendations, including any proposed legislation, to each member of the general |
|---|
| 35 | 35 | | |

| 39 | 39 | | assembly and shall provide a copy to the legislative librarian. The report may be |
|---|

| 41 | 41 | | SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it. |
