SUMMARY OF BILL:    Requires sexual and violent sexual offenders to disclose the name, 
physical and mailing address, and phone number of any church, temple, or other religious group or 
organization in this state where the offender is a registered member. Specifies that this information 
will be considered public. Requires the Tennessee Bureau of Investigations (TBI) to provide all 
public information about a sexual or violent sexual offender to any such religious group or 
organization when the offender registers or updates a registration.

 Assumptions: 
 
• Pursuant to Tenn. Code Ann. §§ 40-39-203 and 40-39-206, persons convicted in this state 
of sexual or violent sexual offenses are required to register as offenders and disclose certain 
information to the TBI under penalty of perjury. Information including, but not limited to, 
the offender’s complete name, date of birth, home address, and criminal offense the 
offender has been convicted of must be available for public inspection.  
• The proposed legislation requires a sexual or violent sexual offender to disclose, in addition 
to the information required under current law, the name, address, and the phone number of 
any church, temple, or other religious group or organization in this state where the offender 
is a registered member. 
• Based on information provided by the TBI, the proposed legislation will require various 
software updates to the sex offender registry (SOR) database and mobile app.  
• The TBI’s relevant vendor for the SOR database estimates that creating new fields for the 
religious organization contact information, updating the registration form, authorizing the 
public website to access the information, and transmitting the information to the National 
Crime Information Center will result in one-time costs of $25,000.  
• The TBI’s relevant vendor estimated costs of $22,000 for similar changes to the SOR 
mobile app.  
• The total increase in state expenditures in FY25-26 is therefore estimated to be $47,000 
($25,000 database + $22,000 mobile app).
