13+AN ACT to amend Tennessee Code Annotated, Title 2;
14+Title 5; Title 6; Title 7 and Title 20, Chapter 18,
15+relative to ballot measures.

1317 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1418 SECTION 1. Tennessee Code Annotated, Section 20-18-101, is amended by deleting
1519 subsection (a) and substituting instead:
16-(a)(1) A civil action in which the complaint meets each of the following criteria must be
17-heard and determined by a three-judge panel pursuant to this chapter:

3041 SECTION 2. Tennessee Code Annotated, Section 6-53-105, is amended by adding the

32-(d) An amendment to the charter of a home rule municipality shall not be placed on
33-any ballot if the amendment is in violation of the Constitution or state law.
34-SECTION 3. This act takes effect upon becoming a law, the public welfare requiring it. PASSED:
