1313 AN ACT to amend Tennessee Code Annotated, Title 9 and
1414 Title 49, relative to establishing a fund for career
1515 and technical education supports.

1717 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1818 SECTION 1. Tennessee Code Annotated, Title 49, Chapter 11, is amended by adding
1919 the following as a new section:
2020 (a) There is established a special fund to be known as the career and technical
2121 education curriculum fund, hereinafter referred to as the fund.
2222 (b) It is the general assembly's intent that the fund consists of an annual
2323 recurring appropriation of five million dollars ($5,000,000) from the general fund.
2424 (c) Moneys in the fund must be used exclusively to provide grants to LEAs and
2525 public charter schools for the acquisition, retention, or expansion of digital career and
2626 technical education curricula through platforms that contain comprehensive courses with
2727 lesson plans, media rich content and activities, and interactive assessments.
2828 (d) The department of education shall administer the fund and establish
2929 procedures for LEAs and public charter schools to apply for grants awarded pursuant to
3030 this section. The procedures must include, but are not limited to:
3131 (1) Application requirements and deadlines to apply for grants;
3232 (2) Criteria for awarding grants, which allow the department to consider
3333 factors such as the LEA's or public charter school's demonstrated need, the
3434 potential impact on students, and alignment with workforce development goals;

4040 (3) Reporting requirements for LEAs and public charter schools that
4141 receive grants to ensure accountability and measure program effectiveness.
4242 (e) Any unencumbered moneys and any unexpended balance of the fund
4343 remaining at the end of a fiscal year do not revert to the general fund, but must be
4444 carried forward until expended in accordance with this section. Moneys in the fund shall
4545 not be diverted to the general fund or any other public fund.
4646 SECTION 2. This act is not an appropriation of funds, and funds must not be obligated
4747 or expended pursuant to this act unless the funds are specifically appropriated by the general
4848 appropriations act.
4949 SECTION 3. This act takes effect July 1, 2025, the public welfare requiring it.
