17 | 17 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

18 | 18 | | SECTION 1. Tennessee Code Annotated, Section 13-14-111, is amended by deleting |
---|
19 | 19 | | subsections (a) and (b). |

20 | 20 | | SECTION 2. Tennessee Code Annotated, Section 13-14-111, is amended by deleting |

21 | 21 | | subsection (c) and substituting instead: |

---|
23 | 23 | | (1) It is the intent of this state to assist financially with the development of |
---|
24 | 24 | | regional plans for economic development and other regional plans, activities, and |
---|
25 | 25 | | programs authorized by this chapter and other statutes and for coordination of |
---|
26 | 26 | | activities thereunder. The regional plans, activities, and programs are for the |
---|
27 | 27 | | benefit of the local governments of this state and, as appropriate, the state |
---|
28 | 28 | | government and the citizens of Tennessee. The boards of the nine (9) |
---|
29 | 29 | | development districts established as the First Tennessee development district, |
---|
30 | 30 | | the East Tennessee development district, the Southeast Tennessee |
---|
31 | 31 | | development district, the Upper Cumberland development district, the South |
---|
32 | 32 | | Central Tennessee development district, the Southwest Tennessee development |
---|
33 | 33 | | district, the Greater Nashville regional council, the Northwest Tennessee |
---|
34 | 34 | | development district, and the MidSouth development district have been created |
---|
35 | 35 | | as provided in this chapter and title 64, chapter 7. |

40 | 40 | | (2) This state shall include in its budget under the department of |
---|
41 | 41 | | economic and community development, or its state functional equivalent, a |
---|
42 | 42 | | separate line item for the funding of the activities of the development districts in |
---|
43 | 43 | | an amount equal to fifty cents ($0.50) per capita based on the state's latest yearly |
---|
44 | 44 | | population estimate or decennial census figure, whichever is more recent, as |
---|
45 | 45 | | reported by the United States department of commerce, bureau of the census or |
---|
46 | 46 | | its federal functional equivalent. Appropriations of state funds made to the |
---|
47 | 47 | | development districts by the general assembly must not be reduced, except in |
---|
48 | 48 | | conjunction with an across-the-board percentage reduction applicable to multiple |
---|
49 | 49 | | state government departments and agencies. |
---|
50 | 50 | | (3) The amount of state funding to each development district must be |
---|
51 | 51 | | based upon the per capita assessment established by the individual development |
---|
52 | 52 | | district boards with any remaining funds distributed based on a formula |
---|
53 | 53 | | determined by the department of economic and community development in |
---|
54 | 54 | | coordination with the development districts to include considerations for each |
---|
55 | 55 | | district's size in terms of population and the number of counties served and for |
---|
56 | 56 | | regional variations in cost of living. The per capita assessment and |
---|
57 | 57 | | corresponding state funding levels for the nine (9) development districts are as |
---|
58 | 58 | | follows: |
