| 18 | 17 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 19 | 18 | | SECTION 1. Tennessee Code Annotated, Title 50, Chapter 11, is amended by adding |

| 20 | 19 | | the following new section: |
|---|
| 21 | 20 | | (a) As used in this section, "state construction contracts" means state contracts |
|---|
| 22 | 21 | | for the construction, reconstruction, improvement, rehabilitation, installation, alteration, |
|---|
| 23 | 22 | | renovation, demolition of, or otherwise providing for, any building, facility, or physical |
|---|
| 24 | 23 | | structure in this state with a minimum value of one million dollars ($1,000,000). |

| 25 | 24 | | (b) A state agency submitting requests for proposals for state construction |
|---|
| 26 | 25 | | contracts is encouraged to include the following provision in the request: |
|---|
| 27 | 26 | | Will you, other contractors, subcontractors, or anyone else employed to |
|---|
| 28 | 27 | | work on any stage of this construction project be employing apprentices |
|---|
| 29 | 28 | | on the project pursuant to a certified or registered apprenticeship program |
|---|
| 30 | 29 | | in accordance with Tennessee Code Annotated, Title 50, Chapter 11? |
|---|
| 31 | 30 | | (c) A contractor, subcontractor, or other person employed to work at any stage |
|---|
| 32 | 31 | | of a state construction project pursuant to a state construction contract is encouraged to |
|---|
| 33 | 32 | | employ apprentices on the project pursuant to a certified or registered apprenticeship |
|---|
| 34 | 33 | | program in accordance with this chapter. |
|---|
| 35 | 34 | | SECTION 2. This act takes effect November 1, 2026, the public welfare requiring it. |
