| 17 | 17 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 18 | 18 | | SECTION 1. Tennessee Code Annotated, Section 13-3-403, is amended by adding the |
|---|
| 19 | 19 | | following as a new subsection: |

| 20 | 20 | | (e) |
|---|
| 21 | 21 | | (1) A regional planning commission shall not require more than one (1) |
|---|
| 22 | 22 | | means of ingress and egress into a proposed subdivision unless the proposed |
|---|
| 23 | 23 | | subdivision has at least seventy (70) residential dwellings. |
|---|
| 24 | 24 | | (2) A requirement in violation of subdivision (e)(1) is void. |
|---|
| 25 | 25 | | SECTION 2. Tennessee Code Annotated, Section 13-4-303, is amended by adding the |
|---|
| 26 | 26 | | following as a new subsection: |
|---|
| 27 | 27 | | (e) |
|---|
| 28 | 28 | | (1) A municipal planning commission shall not require more than one (1) |
|---|
| 29 | 29 | | means of ingress and egress into a proposed subdivision unless the proposed |
|---|
| 30 | 30 | | subdivision has at least seventy (70) residential dwellings. |

| 31 | 31 | | (2) A requirement in violation of subdivision (e)(1) is void. |

| 32 | 32 | | SECTION 3. Tennessee Code Annotated, Title 13, Chapter 7, Part 1, is amended by |

| 48 | 48 | | SECTION 5. Tennessee Code Annotated, Title 13, Chapter 7, Part 3, is amended by |

| 50 | 50 | | (a) A board of aldermen, board of commissioners, or other chief legislative body |

| 51 | 51 | | of any municipality shall not require more than one (1) means of ingress and egress into |
|---|
| 52 | 52 | | a proposed subdivision unless the proposed subdivision has at least seventy (70) |
|---|
| 53 | 53 | | residential dwellings. |

| 54 | 54 | | (b) A requirement in violation of subsection (a) is void. |
|---|
| 55 | 55 | | SECTION 6. This act takes effect July 1, 2025, and applies to planning regulations |
|---|
| 56 | 56 | | enacted or amended on or after that date. |
