1313 AN ACT to amend Tennessee Code Annotated, Title 4;
1414 Title 5; Title 6; Title 7 and Title 13, relative to
1515 planning regulations.

1717 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1818 SECTION 1. Tennessee Code Annotated, Section 13-3-403, is amended by adding the
1919 following as a new subsection:
2020 (e)
2121 (1) A regional planning commission shall not require more than one (1)
2222 means of ingress and egress into a proposed subdivision unless the proposed
2323 subdivision has at least seventy (70) residential dwellings.
2424 (2) A requirement in violation of subdivision (e)(1) is void.
2525 SECTION 2. Tennessee Code Annotated, Section 13-4-303, is amended by adding the
2626 following as a new subsection:
2727 (e)
2828 (1) A municipal planning commission shall not require more than one (1)
2929 means of ingress and egress into a proposed subdivision unless the proposed
3030 subdivision has at least seventy (70) residential dwellings.
3131 (2) A requirement in violation of subdivision (e)(1) is void.
3232 SECTION 3. Tennessee Code Annotated, Title 13, Chapter 7, Part 1, is amended by
3333 adding the following as a new section:
3434 (a) A county legislative body shall not require more than one (1) means of
3535 ingress and egress into a proposed subdivision unless the proposed subdivision has at
3636 least seventy (70) residential dwellings.

4141 (b) A requirement in violation of subsection (a) is void.
4242 SECTION 4. Tennessee Code Annotated, Title 13, Chapter 7, Part 2, is amended by
4343 adding the following as a new section:
4444 (a) A chief legislative body shall not require more than one (1) means of ingress
4545 and egress into a proposed subdivision unless the proposed subdivision has at least
4646 seventy (70) residential dwellings.
4747 (b) A requirement in violation of subsection (a) is void.
4848 SECTION 5. Tennessee Code Annotated, Title 13, Chapter 7, Part 3, is amended by
4949 adding the following as a new section:
5050 (a) A board of aldermen, board of commissioners, or other chief legislative body
5151 of any municipality shall not require more than one (1) means of ingress and egress into
5252 a proposed subdivision unless the proposed subdivision has at least seventy (70)
5353 residential dwellings.
5454 (b) A requirement in violation of subsection (a) is void.
5555 SECTION 6. This act takes effect July 1, 2025, and applies to planning regulations
5656 enacted or amended on or after that date.
