1313 AN ACT to amend Tennessee Code Annotated, Title 4;
1414 Title 9; Title 12; Title 45 and Title 47, relative to the
1515 Tennessee advisory commission on
1616 intergovernmental relations.

1818 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1919 WHEREAS, the United States is now facing and managing growing global competition
2020 for resources and capital, including tariffs and trade wars, the growth of the BRICS alliance and
2121 its increasing control on significant world resources, and developing payment systems that
2222 operate outside the dollar system, the expansion of war and territorial disputes, and changes in
2323 federal government funding and regulation; and
2424 WHEREAS, the adaptation of new technologies creates new opportunities and risks, and
2525 changes the fundamental economics of trade, impacting both what and how Tennessee imports
2626 and exports; and
2727 WHEREAS, increasing dependence on information technology creates growing
2828 vulnerabilities for the functionality and reliability of electronic communications and payment
2929 systems, and the commerce depending on them; and
3030 WHEREAS, these changes and challenges have the potential to impact the wellbeing
3131 and quality of life for the people of Tennessee, including increased prices and shortages of fuel
3232 and electricity, food and water, housing, health care, and commodities; now, therefore,
3333 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
3434 SECTION 1. The Tennessee advisory commission on intergovernmental relations
3535 (TACIR) shall conduct and produce a study addressing steps that this state can take to protect

4040 its financial security and soundness and ensure state sovereignty and resiliency. The study
4141 must address the following matters:
4242 (1) Steps this state can take to improve its sourcing, availability, and quality of
4343 food, oil, medicine, and other essential goods in the event of significant changes in its
4444 relations with its current import and export partners;
4545 (2) Steps this state can take to improve its sourcing, availability, and quality of
4646 food, oil, medicine, and other essential goods in the event of significant price inflation;
4747 (3) Steps this state can take to decrease its dependence on centralized financial,
4848 communications, energy, and transportation systems that, in the event of disruption as
4949 the result of natural disaster or change in the reliability of such systems, may jeopardize
5050 the interests of state residents;
5151 (4) How the state will conduct its financial transactions and related
5252 communications in the event that transactions and communications conducted by
5353 existing electronic means are interrupted, compromised, restricted, or subject to
5454 unaffordable prices or sanctions;
5555 (5) Steps this state should take to ensure it has proper oversight and jurisdiction
5656 concerning its contractual obligations and relations with vendors, contractors, and other
5757 trade contracts, as well as steps it can take to ensure that no agreements adopted for
5858 public or private funding violate the Constitution of the State of Tennessee; and
5959 (6) Opportunities to provide increased local and statewide supply of essential
6060 goods, services, and capital for Tennessee-based banks, manufacturers, businesses,
6161 and farms.
6262 SECTION 2. On or before September 1, 2025, TACIR shall report its findings and
6363 recommendations, including any proposed legislation, to each member of the general assembly
6464 and shall provide a copy to the legislative librarian. The report may be delivered electronically.

6969 SECTION 3. This act takes effect upon becoming a law, the public welfare requiring it.
