18 | 18 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |
---|
19 | 19 | | WHEREAS, the United States is now facing and managing growing global competition |
---|
20 | 20 | | for resources and capital, including tariffs and trade wars, the growth of the BRICS alliance and |
---|
21 | 21 | | its increasing control on significant world resources, and developing payment systems that |
---|
22 | 22 | | operate outside the dollar system, the expansion of war and territorial disputes, and changes in |
---|
23 | 23 | | federal government funding and regulation; and |
---|
24 | 24 | | WHEREAS, the adaptation of new technologies creates new opportunities and risks, and |
---|
25 | 25 | | changes the fundamental economics of trade, impacting both what and how Tennessee imports |
---|
26 | 26 | | and exports; and |
---|
27 | 27 | | WHEREAS, increasing dependence on information technology creates growing |
---|
28 | 28 | | vulnerabilities for the functionality and reliability of electronic communications and payment |
---|
29 | 29 | | systems, and the commerce depending on them; and |
---|
30 | 30 | | WHEREAS, these changes and challenges have the potential to impact the wellbeing |
---|
31 | 31 | | and quality of life for the people of Tennessee, including increased prices and shortages of fuel |
---|
32 | 32 | | and electricity, food and water, housing, health care, and commodities; now, therefore, |
---|
33 | 33 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

34 | 34 | | SECTION 1. The Tennessee advisory commission on intergovernmental relations |
---|
35 | 35 | | (TACIR) shall conduct and produce a study addressing steps that this state can take to protect |
---|

40 | 40 | | its financial security and soundness and ensure state sovereignty and resiliency. The study |
---|
41 | 41 | | must address the following matters: |
---|
42 | 42 | | (1) Steps this state can take to improve its sourcing, availability, and quality of |
---|
43 | 43 | | food, oil, medicine, and other essential goods in the event of significant changes in its |
---|
44 | 44 | | relations with its current import and export partners; |
---|
45 | 45 | | (2) Steps this state can take to improve its sourcing, availability, and quality of |
---|
46 | 46 | | food, oil, medicine, and other essential goods in the event of significant price inflation; |
---|
47 | 47 | | (3) Steps this state can take to decrease its dependence on centralized financial, |
---|
48 | 48 | | communications, energy, and transportation systems that, in the event of disruption as |
---|
49 | 49 | | the result of natural disaster or change in the reliability of such systems, may jeopardize |
---|
50 | 50 | | the interests of state residents; |
---|
51 | 51 | | (4) How the state will conduct its financial transactions and related |
---|
52 | 52 | | communications in the event that transactions and communications conducted by |
---|
53 | 53 | | existing electronic means are interrupted, compromised, restricted, or subject to |
---|
54 | 54 | | unaffordable prices or sanctions; |
---|
55 | 55 | | (5) Steps this state should take to ensure it has proper oversight and jurisdiction |
---|
56 | 56 | | concerning its contractual obligations and relations with vendors, contractors, and other |
---|
57 | 57 | | trade contracts, as well as steps it can take to ensure that no agreements adopted for |
---|
58 | 58 | | public or private funding violate the Constitution of the State of Tennessee; and |
---|
59 | 59 | | (6) Opportunities to provide increased local and statewide supply of essential |
---|
60 | 60 | | goods, services, and capital for Tennessee-based banks, manufacturers, businesses, |
---|
61 | 61 | | and farms. |
---|
62 | 62 | | SECTION 2. On or before September 1, 2025, TACIR shall report its findings and |
---|
63 | 63 | | recommendations, including any proposed legislation, to each member of the general assembly |
---|
64 | 64 | | and shall provide a copy to the legislative librarian. The report may be delivered electronically. |

69 | 69 | | SECTION 3. This act takes effect upon becoming a law, the public welfare requiring it. |
