1312 AN ACT to amend Tennessee Code Annotated, Title 49,
1413 relative to educator evaluations.

1615 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1716 SECTION 1. Tennessee Code Annotated, Title 49, Chapter 1, Part 2, is amended by
1817 adding the following as a new section:
1918 (a) By June 1, 2025, the department of education, in consultation with the state
2019 board of education, shall conduct a landscape analysis of teacher evaluation practices in
2120 this state and other states.

2322 (1) The department shall convene a teacher evaluation advisory
2423 committee composed of experienced educators in this state and other experts to
2524 review and evaluate current teacher evaluation practices in this state. The
2625 committee shall report its findings and recommendations to the department at
2726 which time the committee ceases to exist.
2827 (2) Members of the teacher evaluation advisory committee serve without
2928 compensation but are eligible for reimbursement for travel expenses in
3029 accordance with the comprehensive travel regulations as promulgated by the
3130 department of finance and administration and approved by the attorney general
3231 and reporter.
3332 (c) The department shall present the findings of the teacher evaluation advisory
3433 committee and the landscape analysis to the state board of education. The department
3534 and the state board shall provide a final report that includes, but is not limited to, the

40-landscape analysis, the teacher evaluation advisory committee's recommendations, and
4140 any further recommendations made by the department or the state board to the
4241 education committee of the senate and the committee of the house of representatives
4342 having jurisdiction over teacher evaluations by January 31, 2026.
4443 SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
