13	12		AN ACT to amend Tennessee Code Annotated, Title 49,
14	13		relative to educator evaluations.

16	15		BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
17	16		SECTION 1. Tennessee Code Annotated, Title 49, Chapter 1, Part 2, is amended by
18	17		adding the following as a new section:
19	18		(a) By June 1, 2025, the department of education, in consultation with the state
20	19		board of education, shall conduct a landscape analysis of teacher evaluation practices in
21	20		this state and other states.
22	21		(b)
23	22		(1) The department shall convene a teacher evaluation advisory
24	23		committee composed of experienced educators in this state and other experts to
25	24		review and evaluate current teacher evaluation practices in this state. The
26	25		committee shall report its findings and recommendations to the department at
27	26		which time the committee ceases to exist.
28	27		(2) Members of the teacher evaluation advisory committee serve without
29	28		compensation but are eligible for reimbursement for travel expenses in
30	29		accordance with the comprehensive travel regulations as promulgated by the
31	30		department of finance and administration and approved by the attorney general
32	31		and reporter.
33	32		(c) The department shall present the findings of the teacher evaluation advisory
34	33		committee and the landscape analysis to the state board of education. The department
35	34		and the state board shall provide a final report that includes, but is not limited to, the

40		-	landscape analysis, the teacher evaluation advisory committee's recommendations, and
41	40		any further recommendations made by the department or the state board to the
42	41		education committee of the senate and the committee of the house of representatives
43	42		having jurisdiction over teacher evaluations by January 31, 2026.
44	43		SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it.
