1212 AN ACT to amend Tennessee Code Annotated, Section
1313 12-10-109 and Title 42, relative to parking fee
1414 exemptions for military service.

1616 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1717 SECTION 1. Tennessee Code Annotated, Title 42, Chapter 3, Part 1, is amended by
1818 adding the following as a new section:
1919 (a) A motor vehicle on which an eligible military or memorial license plate
2020 described by subsection (b) is displayed is exempt from the payment of an airport
2121 parking fee collected or charged by an authority other than a branch of the federal
2222 government, when being operated by or for the transportation of:
2323 (1) An owner or lessee of the vehicle; or
2424 (2) A disabled veteran, as described in § 55-4-256 or § 55-4-277.
2525 (b) The following are eligible military or memorial license plates:
2626 (1) Congressional Medal of Honor, under § 55-4-258;
2727 (2) Distinguished Service Cross, Navy Cross, Air Force Cross, Silver
2828 Star, Distinguished Flying Cross, Bronze Star (Valor), or Air Medal (Valor), under
2929 § 55-4-259;
3030 (3) Holder of the Purple Heart, under § 55-4-257;
3131 (4) Disabled Veteran, under § 55-4-256;
3232 (5) Disabled Veteran (service-connected), under § 55-4-277;
3333 (6) Former Prisoner of War, under § 55-4-261;
3434 (7) Bronze Star (Meritorious) or Air Medal (Meritorious), under § 55-4-

4040 (8) Legion of Merit, under § 55-4-275; and
4141 (9) A disabled veteran license plate issued by another state.
4242 SECTION 2. Tennessee Code Annotated, Title 42, Chapter 4, is amended by adding
4343 the following as a new section:
4444 (a) A motor vehicle on which an eligible military or memorial license plate
4545 described by subsection (b) is displayed is exempt from the payment of an airport
4646 parking fee collected or charged by an authority other than a branch of the federal
4747 government, when being operated by or for the transportation of:
4848 (1) An owner or lessee of the vehicle; or
4949 (2) A disabled veteran, as described in § 55-4-256 or § 55-4-277.
5050 (b) The following are eligible military or memorial license plates:
5151 (1) Congressional Medal of Honor, under § 55-4-258;
5252 (2) Distinguished Service Cross, Navy Cross, Air Force Cross, Silver
5353 Star, Distinguished Flying Cross, Bronze Star (Valor), or Air Medal (Valor), under
5454 § 55-4-259;
5555 (3) Holder of the Purple Heart, under § 55-4-257;
5656 (4) Disabled Veteran, under § 55-4-256;
5757 (5) Disabled Veteran (service-connected), under § 55-4-277;
5858 (6) Former Prisoner of War, under § 55-4-261;
5959 (7) Bronze Star (Meritorious) or Air Medal (Meritorious), under § 55-4-
6060 260;
6161 (8) Legion of Merit, under § 55-4-275; and
6262 (9) A disabled veteran license plate issued by another state.
6363 SECTION 3. Tennessee Code Annotated, Title 42, Chapter 5, Part 1, is amended by

6969 (a) A motor vehicle on which an eligible military or memorial license plate
7070 described by subsection (b) is displayed is exempt from the payment of an airport
7171 parking fee collected or charged by an authority other than a branch of the federal
7272 government, when being operated by or for the transportation of:
7373 (1) An owner or lessee of the vehicle; or
7474 (2) A disabled veteran, as described in § 55-4-256 or § 55-4-277.
7575 (b) The following are eligible military or memorial license plates:
7676 (1) Congressional Medal of Honor, under § 55-4-258;
7777 (2) Distinguished Service Cross, Navy Cross, Air Force Cross, Silver
7878 Star, Distinguished Flying Cross, Bronze Star (Valor), or Air Medal (Valor), under

8080 (3) Holder of the Purple Heart, under § 55-4-257;
8181 (4) Disabled Veteran, under § 55-4-256;
8282 (5) Disabled Veteran (service-connected), under § 55-4-277;
8383 (6) Former Prisoner of War, under § 55-4-261;
8484 (7) Bronze Star (Meritorious) or Air Medal (Meritorious), under § 55-4-
8585 260;
8686 (8) Legion of Merit, under § 55-4-275; and
8787 (9) A disabled veteran license plate issued by another state.
8888 SECTION 4. Tennessee Code Annotated, Section 12-10-109(e), is amended by
8989 deleting the language "except as expressly provided in this chapter" and substituting instead the
9090 language "except as expressly provided in this chapter or in Sections 1, 2, and 3 of this act".
9191 SECTION 5. This act takes effect July 1, 2025, the public welfare requiring it.
