SUMMARY OF BILL: Prohibits an unauthorized alien from commencing or appearing as a
plaintiff in any civil action.
FISCAL IMPACT:
NOT SIGNIFICANT
Assumptions:
• The proposed legislation applies to civil actions brought against private individuals. Any
resulting impacts will be realized by the private parties involved in such actions.
• The changes are not estimated to impact the caseloads of state or local courts.
• There will be no significant fiscal impact to state or local government.
