1312 AN ACT to amend Tennessee Code Annotated, Title 63,
1413 relative to health care.

1615 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1716 SECTION 1. Tennessee Code Annotated, Section 63-6-207(g), is amended by deleting
1817 the subsection and substituting:
1918 (g)
2019 (1) The board shall issue a foreign training license of limited duration to
2120 an internationally licensed physician who has successfully completed the
2221 examination as described in subsection (b) upon finding sufficient evidence that
2322 the internationally licensed physician:
2423 (A) Possesses a:
2524 (i) Certificate from a medical school whose curriculum is:
2625 (a) Approved by the American Medical Association
2726 or its extant accreditation program for medical education,
2827 or its successor; or
2928 (b) Judged to be acceptable by the board; and
3029 (ii) Copy of a permanent ECFMG certificate;
3130 (B) Completed a postgraduate training program of a minimum of
3231 three (3) years in a country approved by the internationally licensed
3332 physician's licensing country or has practiced as a medical professional
3433 performing the duties of a physician for seven (7) years;

3938 (C) Has practiced as a medical professional performing the duties
4039 of a physician for at least three (3) years in the licensing country after the
4140 postgraduate training or equivalent as described in subdivision (g)(1)(B);
4241 (D) Has been in good standing with the medical licensing or
4342 regulatory institution of the internationally licensed physician licensing
4443 country within the last five (5) years and does not have any pending
4544 discipline before the licensing body;
4645 (E) Is legally entitled to live or work in the United States if the
4746 person is not a citizen of the United States;
4847 (F) Has sufficient evidence of good moral character; and
4948 (G) Has paid:
5049 (i) A nonrefundable application fee as set by the board;
5150 and
5251 (ii) An examination fee as described in this section.
5352 (2) An applicant under subdivision (g)(1) shall submit sufficient evidence
5453 that the applicant is an internationally licensed physician and has an offer for
5554 employment as a physician at a healthcare provider that operates in this state.
5655 (3) An internationally licensed physician who is granted a foreign training
5756 license under subdivision (g)(1) shall only provide medical services at the
5857 healthcare provider identified in subdivision (g)(2) during the period of the foreign
5958 training license unless the licensee notifies the board of a change of eligible
6059 healthcare provider employer.
6160 (4) The board may grant a full and unrestricted license to practice
6261 medicine to a foreign training licensee under subdivision (g)(1) who is in good

6766 standing and has actively practiced medicine in this state for two (2) years after
6867 the date of foreign training licensure.
6968 (5) As used in this subsection (g), "healthcare provider" means an
7069 individual, entity, corporation, person, or organization, whether for profit or
7170 nonprofit, that furnishes, bills, or is paid for a healthcare procedure or service
7271 delivery in the normal course of business, and includes a healthcare
7372 professional, healthcare facility, a health system, hospital, hospital-based facility,
7473 freestanding emergency facility, urgent care clinic, or entity licensed or certified
7574 to provide health services in this state as recognized by the board.
7675 SECTION 2. This act takes effect July 1, 2025, the public welfare requiring it.
