SB 1166 - HB 1274 FISCAL NOTE Fiscal Review Committee Tennessee General Assembly March 12, 2025 Fiscal Analyst: Natalie Dusek | Email: natalie.dusek@capitol.tn.gov | Phone: 615-741-2564 SB 1166 - HB 1274 SUMMARY OF BILL: Requires the Tennessee Bureau of Investigation (TBI) to provide an annual report to the Speakers of the Senate and the House of Representatives on or before January 1, 2026 and each January 1 thereafter, detailing the instances in the most recent year for which complete data is available in which a person was arrested for driving under the influence but where no alcohol or other intoxicants were detected in the person's blood or breath. Requires the report to include the law enforcement agency (LEA) that made the arrest. FISCAL IMPACT: NOT SIGNIFICANT Assumptions: • Based on information provided by the TBI, any impact associated with generating the annual report can be absorbed within existing resources, without a significant increase in state expenditures. • The proposed legislation requires no additional action on the part of LEAs. • Any fiscal impact to state or local government is therefore estimated to be not significant.
