13+AN ACT to amend Tennessee Code Annotated, Title 37,
14+Chapter 3, relative to children.

1016 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1117 SECTION 1. Tennessee Code Annotated, Section 37-3-115, is amended by deleting the
1218 section and substituting:
1319 (a) On or before June 30, 2026, and each June 30 thereafter, the council shall
1420 submit a report regarding the status of the statewide system of care for children's mental
1521 health and the service delivery system, as described in § 37-3-112, and the status of
1622 children's mental health in this state.
1723 (b) The council shall engage each state department and agency that provides or
1824 funds services related to children's mental health to create the report to ensure that the
1925 report provides a comprehensive overview. The report must include:
2026 (1) A current list of state and federally funded programs addressing direct
2127 mental health services and prevention efforts for children and youth; and
2228 (2) Recommendations from the council related to the coordination of
2329 service delivery between state departments or agencies, gaps in treatment
2430 availability or service delivery, and opportunities for targeted investment,
2531 evaluation, and system improvement.
2632 (c) The council shall submit the report to the governor; the chief clerk of each
2733 house of the general assembly; the commissioners of mental health and substance
2834 abuse services, children's services, education, health, human services, and disability
2935 and aging; and the director of TennCare.
30-SECTION 2. This act takes effect upon becoming a law, the public welfare requiring it. HOUSE BILL NO. 1169
