| 12 | 12 | | AN ACT to amend Tennessee Code Annotated, Title 33; |

| 13 | 13 | | Title 63 and Title 68, relative to suicide. |

| 15 | 15 | | BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE: |

| 16 | 16 | | SECTION 1. Tennessee Code Annotated, Title 33, Chapter 1, Part 3, is amended by |
|---|
| 17 | 17 | | adding the following as a new section: |
|---|
| 18 | 18 | | (a) The department shall develop and implement a suicide prevention program. |
|---|
| 19 | 19 | | (b) The program must: |
|---|
| 20 | 20 | | (1) Support upstream comprehensive community-based suicide |
|---|
| 21 | 21 | | prevention; |
|---|
| 22 | 22 | | (2) Conduct positive interventions with persons who have threatened or |
|---|
| 23 | 23 | | attempted suicide; |
|---|
| 24 | 24 | | (3) Partner with local organizations to implement such program in |
|---|
| 25 | 25 | | communities; |
|---|
| 26 | 26 | | (4) Conduct research on suicide rates among diverse populations; |
|---|
| 27 | 27 | | (5) Conduct research on how to reduce the access of lethal means |
|---|
| 28 | 28 | | among persons at risk of suicide; and |
|---|
| 29 | 29 | | (6) Implement postvention support for a person who has attempted |
|---|
| 30 | 30 | | suicide and for such person's family. |
|---|
| 31 | 31 | | (c) The department is encouraged to collaborate with qualified mental health |
|---|
| 32 | 32 | | professionals in the development and implementation of this program. |
|---|
| 33 | 33 | | (d) On or before January 1 of each year, the department shall submit a report to |
|---|
| 34 | 34 | | the health and welfare committee of the senate and the committee of the house of |
|---|
| 35 | 35 | | representatives having jurisdiction over health-related matters on this program and any |
|---|
| 36 | 36 | | |

| 40 | 40 | | suggestions from the department based upon the research conducted from the previous |
|---|
| 41 | 41 | | calendar year. |

| 42 | 42 | | (e) The department is authorized to promulgate rules to effectuate this section. |

| 43 | 43 | | The rules must be promulgated in accordance with the Uniform Administrative |
|---|
| 44 | 44 | | Procedures Act, compiled in title 4, chapter 5. |
|---|
| 45 | 45 | | SECTION 2. For the purposes of promulgating rules, this act takes effect upon |
|---|
| 46 | 46 | | becoming law, the public welfare requiring it. For all other purposes, this act takes effect July 1, |
|---|
| 47 | 47 | | 2025, the public welfare requiring it. |
