1212 AN ACT to amend Tennessee Code Annotated, Title 33;
1313 Title 63 and Title 68, relative to suicide.

1515 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
1616 SECTION 1. Tennessee Code Annotated, Title 33, Chapter 1, Part 3, is amended by
1717 adding the following as a new section:
1818 (a) The department shall develop and implement a suicide prevention program.
1919 (b) The program must:
2020 (1) Support upstream comprehensive community-based suicide
2121 prevention;
2222 (2) Conduct positive interventions with persons who have threatened or
2323 attempted suicide;
2424 (3) Partner with local organizations to implement such program in
2525 communities;
2626 (4) Conduct research on suicide rates among diverse populations;
2727 (5) Conduct research on how to reduce the access of lethal means
2828 among persons at risk of suicide; and
2929 (6) Implement postvention support for a person who has attempted
3030 suicide and for such person's family.
3131 (c) The department is encouraged to collaborate with qualified mental health
3232 professionals in the development and implementation of this program.
3333 (d) On or before January 1 of each year, the department shall submit a report to
3434 the health and welfare committee of the senate and the committee of the house of
3535 representatives having jurisdiction over health-related matters on this program and any

4040 suggestions from the department based upon the research conducted from the previous
4141 calendar year.
4242 (e) The department is authorized to promulgate rules to effectuate this section.
4343 The rules must be promulgated in accordance with the Uniform Administrative
4444 Procedures Act, compiled in title 4, chapter 5.
4545 SECTION 2. For the purposes of promulgating rules, this act takes effect upon
4646 becoming law, the public welfare requiring it. For all other purposes, this act takes effect July 1,
4747 2025, the public welfare requiring it.
