13	13	AN ACT to amend Tennessee Code Annotated, Title 38;
14	14	Title 39; Title 40 and Title 50, relative to workplace
15	15	violence.

17	17	BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF TENNESSEE:
18	18	SECTION 1. Tennessee Code Annotated, Title 38, Chapter 1, is amended by adding
19	19	the following as a new part:
20	20	38-1-1001. Definitions.
21	21	As used in this part:
22	22	(1) "Bullying" means an act committed in a workplace by an employee or
23	23	former employee of an employer that operates the workplace and that interferes
24	24	with the employment benefits, opportunities, or performance of another person
25	25	who is a current employee of the same employer that has the effect of:
26	26	(A) Physically harming the other employee or damaging the other
27	27	employee's property; or
28	28	(B) Knowingly placing the other employee in reasonable fear of
29	29	physical harm to the other employee or damage to the other employee's
30	30	property;
31	31	(2) "Crime of violence" has the same meaning as defined in § 39-17-
32	32	1301; and
33	33	(3) "Workplace" means a factory, plant, office, or other facility where
34	34	employees produce goods or provide services.

40	40	(a) When a law enforcement agency investigates a crime of violence in a
41	41	workplace, the investigation must include an inquiry into whether bullying was occurring
42	42	in the workplace and whether the crime of violence was a result of, or connected to,
43	43	bullying.
44	44	(b) A law enforcement agency that conducts an investigation pursuant to
45	45	subsection (a) shall report the findings of the inquiry to the Tennessee bureau of
46	46	investigation. By July 1, 2026, and by each July 1 thereafter, the Tennessee bureau of
47	47	investigation shall compile the findings it receives from law enforcement agencies
48	48	pursuant to this subsection (b) into a report on workplace bullying and violence and
49	49	submit the report to the senate judiciary committee and the committee of the house of
50	50	representatives with subject matter jurisdiction over criminal justice.
51	51	SECTION 2. This act takes effect July 1, 2025, the public welfare requiring it.
