1818 WHEREAS, the Constitutional Concealed Carry Reciprocity Act (H.R. 38) has been
1919 introduced in the 119

2121 U.S. Congress with more than 120 co-sponsors; and
2222 WHEREAS, this bipartisan legislation would provide nationwide reciprocity for concealed
2323 carry license holders and for residents of Constitutional Carry states; and
2424 WHEREAS, the Constitutional Concealed Carry Reciprocity Act allows an individual with
2525 a state-issued concealed carry license or permit to conceal a handgun in any other state and
2626 also allows a resident of a Constitutional Carry state to carry in other states; and
2727 WHEREAS, as the sponsors of the legislation have noted, the fundamental right to bear
2828 arms and defend oneself should not be determined by the state in which one lives, nor do an
2929 American citizen's Second Amendment rights disappear when he or she crosses a state line;

3131 WHEREAS, to protect these fundamental rights, the Constitutional Concealed Carry
3232 Reciprocity Act will protect law-abiding citizens' rights to conceal carry and travel freely between
3333 states without worrying about conflicting state codes or onerous civil lawsuits; and
3434 WHEREAS, currently, all fifty states issue concealed carry permits, forty-nine states
3535 allow nonresident carry, and twenty-nine states have Constitutional Carry; thus, it makes
3636 common sense for Congress to ensure that each state's concealed carry permit or license is
3737 valid in every other state; and
3838 WHEREAS, the Constitutional Concealed Carry Reciprocity Act is supported by many
3939 major pro-Second Amendment organizations; and

4444 WHEREAS, the Constitutional Concealed Carry Reciprocity Act passed the U.S. House
4545 of Representatives in 2017 with bipartisan support; and
4646 WHEREAS, President Donald Trump has committed to signing national concealed carry
4747 reciprocity legislation into law; now, therefore,
4848 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
4949 GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
5050 REPRESENTATIVES CONCURRING, that this General Assembly expresses its support for the
5151 Constitutional Concealed Carry Reciprocity Act pending in the 119

5353 U.S. Congress and urge
5454 passage of this landmark legislation that will protect the Second Amendment rights of
5555 Tennessee's law-abiding citizens.
5656 BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to
5757 the President and the Secretary of the U.S. Senate, the Speaker and the Clerk of the U.S.
5858 House of Representatives, and each member of Tennessee's delegation to the U.S. Congress.
