18 | 18 | | WHEREAS, the Constitutional Concealed Carry Reciprocity Act (H.R. 38) has been |

22 | 22 | | WHEREAS, this bipartisan legislation would provide nationwide reciprocity for concealed |

23 | 23 | | carry license holders and for residents of Constitutional Carry states; and |
---|
24 | 24 | | WHEREAS, the Constitutional Concealed Carry Reciprocity Act allows an individual with |
---|
25 | 25 | | a state-issued concealed carry license or permit to conceal a handgun in any other state and |
---|
26 | 26 | | also allows a resident of a Constitutional Carry state to carry in other states; and |
---|
27 | 27 | | WHEREAS, as the sponsors of the legislation have noted, the fundamental right to bear |
---|
28 | 28 | | arms and defend oneself should not be determined by the state in which one lives, nor do an |
---|
29 | 29 | | American citizen's Second Amendment rights disappear when he or she crosses a state line; |
---|
30 | 30 | | and |
---|
31 | 31 | | WHEREAS, to protect these fundamental rights, the Constitutional Concealed Carry |
---|
32 | 32 | | Reciprocity Act will protect law-abiding citizens' rights to conceal carry and travel freely between |
---|
33 | 33 | | states without worrying about conflicting state codes or onerous civil lawsuits; and |
---|
34 | 34 | | WHEREAS, currently, all fifty states issue concealed carry permits, forty-nine states |
---|
35 | 35 | | allow nonresident carry, and twenty-nine states have Constitutional Carry; thus, it makes |
---|
36 | 36 | | common sense for Congress to ensure that each state's concealed carry permit or license is |
---|
37 | 37 | | valid in every other state; and |
---|
38 | 38 | | WHEREAS, the Constitutional Concealed Carry Reciprocity Act is supported by many |

39 | 39 | | major pro-Second Amendment organizations; and |

48 | 48 | | BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH |

50 | 50 | | REPRESENTATIVES CONCURRING, that this General Assembly expresses its support for the |

54 | 54 | | passage of this landmark legislation that will protect the Second Amendment rights of |

56 | 56 | | BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to |
