13	13	Concealed Carry Reciprocity Act of the 119

18	18	WHEREAS, the Constitutional Concealed Carry Reciprocity Act (H.R. 38) has been
19	19	introduced in the 119
20	20	th
21	21	U.S. Congress with more than 120 co-sponsors; and
22	22	WHEREAS, this bipartisan legislation would provide nationwide reciprocity for concealed
23	23	carry license holders and for residents of Constitutional Carry states; and
24	24	WHEREAS, the Constitutional Concealed Carry Reciprocity Act allows an individual with
25	25	a state-issued concealed carry license or permit to conceal a handgun in any other state and
26	26	also allows a resident of a Constitutional Carry state to carry in other states; and
27	27	WHEREAS, as the sponsors of the legislation have noted, the fundamental right to bear
28	28	arms and defend oneself should not be determined by the state in which one lives, nor do an
29	29	American citizen's Second Amendment rights disappear when he or she crosses a state line;

31	31	WHEREAS, to protect these fundamental rights, the Constitutional Concealed Carry
32	32	Reciprocity Act will protect law-abiding citizens' rights to conceal carry and travel freely between
33	33	states without worrying about conflicting state codes or onerous civil lawsuits; and
34	34	WHEREAS, currently, all fifty states issue concealed carry permits, forty-nine states
35	35	allow nonresident carry, and twenty-nine states have Constitutional Carry; thus, it makes
36	36	common sense for Congress to ensure that each state's concealed carry permit or license is
37	37	valid in every other state; and
38	38	WHEREAS, the Constitutional Concealed Carry Reciprocity Act is supported by many
39	39	major pro-Second Amendment organizations; and

44	44	WHEREAS, the Constitutional Concealed Carry Reciprocity Act passed the U.S. House
45	45	of Representatives in 2017 with bipartisan support; and
46	46	WHEREAS, President Donald Trump has committed to signing national concealed carry
47	47	reciprocity legislation into law; now, therefore,
48	48	BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
49	49	GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
50	50	REPRESENTATIVES CONCURRING, that this General Assembly expresses its support for the
51	51	Constitutional Concealed Carry Reciprocity Act pending in the 119

53	53	U.S. Congress and urge
54	54	passage of this landmark legislation that will protect the Second Amendment rights of
55	55	Tennessee's law-abiding citizens.
56	56	BE IT FURTHER RESOLVED, that a certified copy of this resolution be transmitted to
57	57	the President and the Secretary of the U.S. Senate, the Speaker and the Clerk of the U.S.
58	58	House of Representatives, and each member of Tennessee's delegation to the U.S. Congress.
