1212 A RESOLUTION to honor the memory of Billy Ray Helton, Sr., of
1313 Lawrenceburg.

1515 WHEREAS, the members of this General Assembly were greatly saddened to learn of
1616 the passing of Billy Ray Helton, Sr.; and
1717 WHEREAS, Mr. Helton was an exemplary public servant and consummate professional
1818 who worked assiduously to improve the quality of life for his fellow citizens in numerous
1919 capacities; and
2020 WHEREAS, a native of Lawrenceburg, Mr. Helton served with acumen and alacrity as
2121 the president and chief executive officer of Lawrenceburg Federal Bank for a number of years;
2222 and
2323 WHEREAS, in addition to his career in banking, he served as a trustee for Freed-
2424 Hardeman University, commissioner of finance for Lawrenceburg, and vice mayor of
2525 Lawrenceburg; and
2626 WHEREAS, Mr. Helton was an active and devout member of the Pulaski Street Church
2727 of Christ, which he served faithfully for many years as an elder, deacon, and teacher; and
2828 WHEREAS, deeply devoted to his family, Mr. Helton always endeavored to remain true
2929 to family values of the highest order; and
3030 WHEREAS, Billy Helton enjoyed the loving companionship of his wife, Donna G. Abrams
3131 Helton, who preceded him in death; he was the proud father of Billy R. "Biff" (Penny) Helton, Jr.,
3232 Angie (Terry) Wright, Andrea Helton, and Holly (Daniel) Winkler; and
3333 WHEREAS, he is further survived by his eleven grandchildren and fourteen great-
3434 grandchildren; and
3535 WHEREAS, in addition to his wife, Mr. Helton was preceded in death by his parents,
3636 William and Edna Jackson Helton, and two siblings, Gene Helton and Betty Brewer; and

4141 WHEREAS, Billy Helton leaves behind an indelible legacy of integrity and probity in
4242 public life, compassion and loyalty in private life, and diligence and dedication in all his chosen
4343 endeavors; and
4444 WHEREAS, it is fitting that the members of this General Assembly should pause to
4545 remember the bountiful life of this exceptional public servant and human being; now, therefore,
4646 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
4747 GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
4848 REPRESENTATIVES CONCURRING, that we honor the memory of Billy Ray Helton, Sr.,
4949 reflecting fondly upon his impeccable character and his stalwart commitment to living the
5050 examined life with courage and conviction.
5151 BE IT FURTHER RESOLVED, that we express our sympathy and offer our condolences
5252 to the family of Mr. Helton.
5353 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
5454 for presentation with this final clause omitted from such copy and upon proper request made to
5555 the appropriate clerk, the language appearing immediately following the State seal appear
5656 without House or Senate designation.
