12	12	A RESOLUTION to honor the memory of Billy Ray Helton, Sr., of
13	13	Lawrenceburg.

15	15	WHEREAS, the members of this General Assembly were greatly saddened to learn of
16	16	the passing of Billy Ray Helton, Sr.; and
17	17	WHEREAS, Mr. Helton was an exemplary public servant and consummate professional
18	18	who worked assiduously to improve the quality of life for his fellow citizens in numerous
19	19	capacities; and
20	20	WHEREAS, a native of Lawrenceburg, Mr. Helton served with acumen and alacrity as
21	21	the president and chief executive officer of Lawrenceburg Federal Bank for a number of years;
22	22	and
23	23	WHEREAS, in addition to his career in banking, he served as a trustee for Freed-
24	24	Hardeman University, commissioner of finance for Lawrenceburg, and vice mayor of
25	25	Lawrenceburg; and
26	26	WHEREAS, Mr. Helton was an active and devout member of the Pulaski Street Church
27	27	of Christ, which he served faithfully for many years as an elder, deacon, and teacher; and
28	28	WHEREAS, deeply devoted to his family, Mr. Helton always endeavored to remain true
29	29	to family values of the highest order; and
30	30	WHEREAS, Billy Helton enjoyed the loving companionship of his wife, Donna G. Abrams
31	31	Helton, who preceded him in death; he was the proud father of Billy R. "Biff" (Penny) Helton, Jr.,
32	32	Angie (Terry) Wright, Andrea Helton, and Holly (Daniel) Winkler; and
33	33	WHEREAS, he is further survived by his eleven grandchildren and fourteen great-
34	34	grandchildren; and
35	35	WHEREAS, in addition to his wife, Mr. Helton was preceded in death by his parents,
36	36	William and Edna Jackson Helton, and two siblings, Gene Helton and Betty Brewer; and

41	41	WHEREAS, Billy Helton leaves behind an indelible legacy of integrity and probity in
42	42	public life, compassion and loyalty in private life, and diligence and dedication in all his chosen
43	43	endeavors; and
44	44	WHEREAS, it is fitting that the members of this General Assembly should pause to
45	45	remember the bountiful life of this exceptional public servant and human being; now, therefore,
46	46	BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
47	47	GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
48	48	REPRESENTATIVES CONCURRING, that we honor the memory of Billy Ray Helton, Sr.,
49	49	reflecting fondly upon his impeccable character and his stalwart commitment to living the
50	50	examined life with courage and conviction.
51	51	BE IT FURTHER RESOLVED, that we express our sympathy and offer our condolences
52	52	to the family of Mr. Helton.
53	53	BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
54	54	for presentation with this final clause omitted from such copy and upon proper request made to
55	55	the appropriate clerk, the language appearing immediately following the State seal appear
56	56	without House or Senate designation.
