SENATE JOINT RESOLUTION 99

A RESOLUTION to confirm the appointment of Hanes Torbett to 
the fish and wildlife commission. 
 
 WHEREAS, Tennessee Code Annotated, Section 70-1-201, provides for the creation of 
the fish and wildlife commission; and 
 WHEREAS, Tennessee Code Annotated, Section 70-1-201(a), further provides that the 
governor shall appoint nine (9) members to the commission; and 
 WHEREAS, Governor Bill Lee has appointed Hanes Torbett to serve on the fish and 
wildlife commission; subject to confirmation, Mr. Torbett will serve a term that expires on 
February 28, 2030; and 
 WHEREAS, Hanes Torbett is one of the most successful insurance brokers in 
Tennessee, providing financial services, employee benefits consulting, and brokerage services 
to his clients; and 
 WHEREAS, committed to helping families achieve financial security, Mr. Torbett also 
works as a broker for employers on benefit plan design, healthcare data analysis, and the use of 
technology in insurance and employee benefits; and 
 WHEREAS, he has been honored with the 2021 President's Inner Circle qualification, 
George B. Pearson Sales Leadership Award, and Wall of Fame Award with Ohio National Life 
Insurance Company; and 
 WHEREAS, Mr. Torbett currently serves his fellow citizens on the Tennessee sports 
wagering council and is a former member of the Tennessee historical commission; and 
 WHEREAS, he holds a Bachelor of Arts degree in Industrial Relations from the 
University of North Carolina; and

 WHEREAS, Mr. Torbett is an avid sportsman, hunter, and outdoorsman who is well 
informed on the subject of the conservation of game animals, birds, and fish in the state; and  
 WHEREAS, Mr. Torbett's experience and dedication to wildlife and conservation issues 
will be a tremendous asset to the fish and wildlife commission; and 
 WHEREAS, Tennessee Code Annotated, Section 70-1-201(b)(1), provides that the 
members appointed to the fish and wildlife commission by the governor shall be confirmed by 
the committee of the house of representatives having jurisdiction over such matter and the 
energy, agriculture and natural resources committee of the senate and by joint resolution of the 
general assembly; now, therefore, 
 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDR ED FOURTEENTH 
GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF 
REPRESENTATIVES CONCURRING, that we confirm the appointment of Hanes Torbett to a 
term on the fish and wildlife commission, such term to expire on February 28, 2030.
