| 20 | 20 | | WHEREAS, Tennessee Code Annotated, Section 49-8-101, provides for the governance |

| 21 | 21 | | of Tennessee State University by a state university board; and |
|---|
| 22 | 22 | | WHEREAS, Tennessee Code Annotated, Section 49-8-201, provides that the governor |
|---|
| 23 | 23 | | shall appoint eight members to the state university board of Tennessee State University; and |
|---|
| 24 | 24 | | WHEREAS, Tennessee Code Annotated, Section 49-8-201, further provides that at least |
|---|
| 25 | 25 | | three of the gubernatorial appointees shall be alumni of the institution for which they are serving |
|---|
| 26 | 26 | | and that at least six of the nine voting members of the state university board shall be residents |
|---|
| 27 | 27 | | of the State of Tennessee; and |
|---|
| 28 | 28 | | WHEREAS, Governor Bill Lee has appointed Terica Smith to the state university board |
|---|
| 29 | 29 | | of Tennessee State University for a term that will expire on March 31, 2028; and |
|---|
| 30 | 30 | | WHEREAS, a graduate of Tennessee State University and the University of Memphis |
|---|
| 31 | 31 | | Cecil C. Humphreys School of Law, Ms. Smith serves as the deputy mayor and director of |
|---|
| 32 | 32 | | human resources for Madison County; and |
|---|
| 33 | 33 | | WHEREAS, she was appointed by Governor Lee to the Board of Judicial Conduct in |
|---|
| 34 | 34 | | 2021 and the Governor's Council for Judicial Appointments in 2023; and |

| 35 | 35 | | WHEREAS, Tennessee Code Annotated, Section 49-8-201, provides that each member |
