1212 A RESOLUTION to honor and commend Lieutenant James
1313 Smallwood of the Metro Nashville Police

1616 WHEREAS, our nation was conceived by individuals who were willing to sacrifice their
1717 personal concerns to ensure the public's safety and welfare, and the Volunteer State is
1818 especially proud to be the home of so many valiant men and women who have performed
1919 above and beyond the call of duty in service of public safety; and
2020 WHEREAS, thousands of Tennesseans have continued the time-honored tradition of
2121 service in law enforcement, dedicating their time and efforts to aiding those in emergency
2222 situations and apprehending those who have broken the law; and
2323 WHEREAS, Lieutenant James Smallwood of the Metro Nashville Police Department is
2424 one such courageous law enforcement professional, who has epitomized the highest ideals of
2525 public service and contributed greatly to the safety of the citizens of Metro Nashville and
2626 Davidson County; and
2727 WHEREAS, graduating from Start High School in Toledo, Ohio, in 2002, Lieutenant
2828 Smallwood joined the Metro Nashville Police Department in 2010 and has served in such
2929 multifarious roles as the patrol and flex unit as an officer, the criminal investigations unit as a
3030 detective, the strategic development division, and in the East precinct as a patrol district
3131 sergeant; he currently serves as the lieutenant over the aviation unit; and
3232 WHEREAS, Lieutenant Smallwood is also an esteemed member of the Fraternal Order
3333 of Police (FOP), joining in 2010, and as a respected leader among his peers, he served as the

3939 President from 2016 to 2024, in addition to serving as the National FOP Treasurer from 2016 to
4040 the present; and
4141 WHEREAS, putting himself into the service of his fellow officers, Lieutenant Smallwood
4242 acted as the volunteer chaplain and peer supporter in the Metro Nashville Police Department's
4343 wellness unit and helped to form the next generation of law enforcement as an adjunct instructor
4444 with the department's training academy for traffic stop and reality-based training; and
4545 WHEREAS, Lieutenant Smallwood has been nationally recognized for his supernal
4646 qualities in policing, serving as a member of President Donald Trump's Commission on Law
4747 Enforcement and Administration of Justice, and Governor Bill Lee's 2020 Law Enforcement
4848 Task Force; and
4949 WHEREAS, apart from his work as an officer, Lieutenant Smallwood cherishes his
5050 beloved wife of twenty years, Cristina, and enjoys as many moments as he can with his
5151 children, Cooper and Avery; and
5252 WHEREAS, Lieutenant Smallwood has displayed the spirit and commitment to family
5353 and community that are characteristic of a true Tennessean; and
5454 WHEREAS, we find it appropriate to acknowledge and applaud Lieutenant James
5555 Smallwood for his dedication to law enforcement and the citizens of this State; now, therefore,
5656 BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
5757 GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF
5858 REPRESENTATIVES CONCURRING, that we honor and commend Lieutenant James
5959 Smallwood of the Metro Nashville Police Department for his meritorious service to the citizens of
6060 Nashville, Davidson County, and the State of Tennessee and extend to him our best wishes for
6161 every future success.
6262 BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
