13	13	A RESOLUTION to appoint Lowell Russell to the Tennessee
14	14	Peace Officer Standards and Training (POST)

17	17	WHEREAS, pursuant to Tennessee Code Annotated, Section 38-8-102, the Tennessee
18	18	Peace Officer Standards and Training (POST) Commission was established; and
19	19	WHEREAS, the purpose of the POST Commission is, among other things, to assist the
20	20	Governor in developing, planning, and implementing law enforcement training programs for all
21	21	law enforcement officers in Tennessee, and additionally to receive, administer, and expend
22	22	local, state, federal, and other monetary assistance to further the training of law enforcement
23	23	officers in this State; and
24	24	WHEREAS, Tennessee Code Annotated, Section 38-8-102(b)(1)(F), authorizes the
25	25	Senate to appoint one (1) citizen to serve on the POST Commission; and
26	26	WHEREAS, Lowell Russell is one of the most highly qualified individuals that this body
27	27	could ever hope to appoint to the Peace Officer Standards and Training Commission, having
28	28	originally been appointed by this body in 2017; and
29	29	WHEREAS, a member of the House of Representatives for the 21
30	30	st
31	31	House District, Mr.
32	32	Russell is a person of integrity and an active citizen whose benevolence, acumen, and strong
33	33	commitment to law enforcement have helped to enhance the well-being of this State and its
34	34	citizens; and
35	35	WHEREAS, a fourteen-year veteran of the Tennessee Highway Patrol, former Sergeant
36	36	Lowell Russell served with distinction and dedication as a law enforcement officer before being
37	37	critically injured in the line of duty on March 13, 2012, after a tractor-trailer hit his police cruiser
38	38	on Interstate 40 while he was making a traffic stop; and

43	43	WHEREAS, a resident of Vonore, Mr. Russell attended Vonore High School and holds a
44	44	degree in criminal justice from Roane State Community College. His law enforcement training
45	45	includes coursework at the Cleveland State Police Academy, the Tennessee Highway Patrol
46	46	Academy, and the Tennessee Bureau of Investigation Academy; and

49	49	General Assembly named the segment of U.S. Highway 411
50	50	located within the corporate limits of the Town of Vonore the "THP Sgt. Lowell Russell Highway"
51	51	in honor of his dedicated and compassionate public service; and
52	52	WHEREAS, we are certain that Mr. Russell will continue to render stellar service to the
53	53	State of Tennessee as a member of the Peace Officer Standards and Training Commission and
54	54	wish to reappoint him to this important position; now, therefore,
55	55	BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED FOURTEENTH
56	56	GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, that in accordance with Tennessee
57	57	Code Annotated, Section 38-8-102, Lowell Russell is hereby appointed to serve as a member of
58	58	the Tennessee Peace Officer Standards and Training Commission.
59	59	BE IT FURTHER RESOLVED, that enrolled copies of this resolution be transmitted to
60	60	the Chairman and Executive Secretary of the Tennessee Peace Officer Standards and Training
61	61	Commission.
62	62	BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
63	63	for presentation to Mr. Russell, with the final two resolving clauses omitted from such copy.
