| 16 | 16 | | WHEREAS, it is fitting that the members of this legislative body should pause to |
|---|
| 17 | 17 | | specially recognize those estimable public servants who have dedicated themselves to |
|---|
| 18 | 18 | | improving the quality of life for their fellow citizens; and |
|---|
| 19 | 19 | | WHEREAS, Wayne Elam is one such estimable person who evinces the greatest |
|---|
| 20 | 20 | | integrity and probity in all his chosen endeavors; and |
|---|
| 21 | 21 | | WHEREAS, having served with distinction for fifty years as a member of the McNairy |
|---|
| 22 | 22 | | County Election Commission, Mr. Elam has taken his well-deserved retirement from that |
|---|
| 23 | 23 | | esteemed body; and |
|---|
| 24 | 24 | | WHEREAS, throughout his five decades of service, Wayne Elam witnessed and |
|---|
| 25 | 25 | | contributed to the modernization of the voting process in McNairy County, transitioning from |
|---|
| 26 | 26 | | paper ballots to computerized systems that ensure accuracy and integrity in each election; and |
|---|
| 27 | 27 | | WHEREAS, known for his steadfast adherence to procedure and policy, Mr. Elam |
|---|
| 28 | 28 | | advised new members to read and follow the municipal election manual diligently, a practice he |
|---|
| 29 | 29 | | credited with guiding his successful service; and |
|---|
| 30 | 30 | | WHEREAS, his leadership and dedication have been recognized and appreciated by his |
|---|
| 31 | 31 | | colleagues, including McNairy County Election Administrator Joanie Collins, who described him |
|---|
| 32 | 32 | | as a strong and steadfast leader and a pleasure to work alongside; and |
|---|
| 33 | 33 | | WHEREAS, Wayne Elam has further distinguished himself by helping to appoint honest |
|---|
| 34 | 34 | | and capable individuals to ensure the smooth conduct of elections; and |
|---|
| 35 | 35 | | WHEREAS, throughout his service on the McNairy County Election Commission, Mr. |

| 36 | 36 | | Elam has shown unwavering dedication as a public-spirited citizen of the highest order and as |
