55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to curriculum requirements in political science and
88 American history at institutions of higher education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 51.301(a), Education Code, is amended to
1111 read as follows:
1212 (a) Every college and university receiving state support or
1313 state aid from public funds shall give a course of instruction in
1414 government or political science which includes consideration of the
1515 Constitution of the United States and the constitutions of the
1616 states, with special emphasis on that of Texas. This course shall
1717 have a credit value of not less than three [six] semester hours or
1818 its equivalent. Except as provided by Subsection (c), a college or
1919 university receiving state support or state aid from public funds
2020 may not grant a baccalaureate degree or a lesser degree or academic
2121 certificate to any person unless the person has credit for such a
2222 course. The college or university may determine that a student has
2323 satisfied this requirement in whole or in part on the basis of
2424 credit granted to the student by the college or university for a
2525 substantially equivalent course completed at another accredited
2626 college or university or on the basis of the student's successful
2727 completion of an advanced standing examination administered on the
2828 conditions and under the circumstances common for the college or
2929 university's advanced standing examinations. The college or
3030 university may grant as much as three semester hours of credit or
3131 its equivalent toward satisfaction of this requirement for
3232 substantially equivalent work completed by the student in the
3333 program of an approved senior R.O.T.C. unit.
3434 SECTION 2. Section 51.302(b), Education Code, is amended to
3535 read as follows:
3636 (b) Except as provided by Subsection (c), a college or
3737 university receiving state support or state aid from public funds
3838 may not grant a baccalaureate degree or a lesser degree or academic
3939 certificate to any person unless the person has credit for three
4040 [six] semester hours or its equivalent in American History. A
4141 student is entitled to submit as much as three semester hours of
4242 credit or its equivalent in Texas History toward [in partial]
4343 satisfaction of this requirement. The college or university may
4444 determine that a student has satisfied this requirement in whole or
4545 part on the basis of credit granted to the student by the college or
4646 university for a substantially equivalent course completed at
4747 another accredited college or university, or on the basis of the
4848 student's successful completion of an advanced standing
4949 examination administered on the conditions and under the
5050 circumstances common for the college or university's advanced
5151 standing examinations. The college or university may grant as much
5252 as three semester hours of credit or its equivalent toward
5353 satisfaction of this requirement for substantially equivalent work
5454 completed by a student in the program of an approved senior R.O.T.C.
5555 unit.
5656 SECTION 3. The changes in law made by this Act to Sections
5757 51.301(a) and 51.302(b), Education Code, apply only to the
5858 curriculum requirements for a degree or certificate awarded by an
5959 institution of higher education on or after the effective date of
6060 this Act. The curriculum requirements for a degree or certificate
6161 awarded by an institution of higher education before the effective
6262 date of this Act are governed by the law in effect immediately
6363 before that date, and the former law is continued in effect for that
6464 purpose.
6565 SECTION 4. This Act takes effect September 1, 2009.
