99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 601.051, Transportation Code, is amended
1111 to read as follows:
1212 Sec. 601.051. REQUIREMENT OF FINANCIAL RESPONSIBILITY.
1313 (a) A person may not operate a motor vehicle in this state unless
1414 financial responsibility is established for that vehicle through:
1515 (1) a motor vehicle liability insurance policy that
1616 complies with Subchapter D;
1717 (2) a surety bond filed under Section 601.121;
1818 (3) a deposit under Section 601.122;
1919 (4) a deposit under Section 601.123; or
2020 (5) self-insurance under Section 601.124.
2121 (b) A peace officer may not stop or detain a person who is
2222 the operator of a motor vehicle for the sole purpose of determining
2323 whether financial responsibility is established for the vehicle.
2424 SECTION 2. Section 601.053, Transportation Code, is amended
2525 by adding Subsection (c) to read as follows:
2626 (c) A document listed in Subsection (a) that describes a
2727 motor vehicle is sufficient evidence that financial responsibility
2828 is established for that vehicle, regardless of whether the operator
2929 is identified by name in the document.
3030 SECTION 3. This Act takes effect September 1, 2009.
