This close deadline is burdensome on industry and has resulted in architects being overly punished for not submitting their plans in a timely fashion. H.B. 1055 increases, from five days to 20 days, the amount of time a person has to submit plans and specifications to TDLR. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 469.102(b), Government Code, as follows: (b) Requires the person to submit the plans and specifications not later than the 20th day, rather than the fifth day, after the date the person issues the plans and specifications. Makes a conforming change. SECTION 2. Makes application of Section 469.102(b), Government Code, as amended by this Act, prospective. SECTION 3. Effective date: September 1, 2009.
