| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 487.351, Government Code, is amended by | |
| 11 | 11 | adding Subsection (d) to read as follows: | |
| 12 | 12 | (d) An applicant for a grant, loan, or award under a | |
| 13 | 13 | community development block grant program may appeal a decision of | |
| 14 | 14 | the executive director by filing an appeal with the board. The | |
| 15 | 15 | board shall hold a hearing on the appeal and render a decision. | |
| 16 | 16 | SECTION 2. (a) The state community development review | |
| 17 | 17 | committee is abolished. | |
| 18 | 18 | (b) Section 487.353, Government Code, is repealed. | |
| 19 | 19 | SECTION 3. This Act takes effect immediately if it receives | |
| 20 | 20 | a vote of two-thirds of all the members elected to each house, as | |
| 21 | 21 | provided by Section 39, Article III, Texas Constitution. If this | |
| 22 | 22 | Act does not receive the vote necessary for immediate effect, this | |
| 23 | 23 | Act takes effect September 1, 2009. |
