7 | 7 | relating to a study regarding uniform election dates. | |
8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
9 | 9 | SECTION 1. (a) The secretary of state shall conduct a study | |
10 | 10 | to evaluate the feasibility and advisability of eliminating by 2013 | |
11 | 11 | the uniform election date in May. | |
12 | 12 | (b) In conducting the study, the secretary of state shall | |
13 | 13 | consider: | |
14 | 14 | (1) whether voting districts would need to be | |
15 | 15 | consolidated if the uniform election date in May were eliminated; | |
16 | 16 | (2) whether longer ballots would negatively affect | |
17 | 17 | voter behavior; and | |
18 | 18 | (3) any likely effects on local governments of | |
19 | 19 | eliminating the uniform election date in May. | |
20 | 20 | (c) The secretary of state shall develop recommendations on | |
21 | 21 | how to mitigate or avoid any negative effects that may result from | |
22 | 22 | eliminating the uniform election date in May. | |
23 | 23 | (d) Following the study, the secretary of state shall file a | |
24 | 24 | written report containing findings with the speaker of the house of | |
25 | 25 | representatives and the lieutenant governor not later than December | |
26 | 26 | 1, 2010. | |
27 | 27 | SECTION 2. This Act takes effect September 1, 2009. |
