| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 58.403, Family Code, is amended to read |
|---|
| 13 | 13 | | as follows: |
|---|
| 14 | 14 | | Sec. 58.403. JUVENILE INFORMATION SYSTEM. (a) Through the |
|---|
| 15 | 15 | | adoption of an interlocal contract under Chapter 791, Government |
|---|
| 16 | 16 | | Code, with one or more counties, the [The] commission [in |
|---|
| 17 | 17 | | partnership with local counties] may participate in and assist |
|---|
| 18 | 18 | | counties in the creation, operation, and maintenance of a |
|---|
| 19 | 19 | | [statewide] system that is intended for statewide use to: |
|---|
| 20 | 20 | | (1) aid in processing the cases of children under this |
|---|
| 21 | 21 | | title; |
|---|
| 22 | 22 | | (2) facilitate the delivery of services to children in |
|---|
| 23 | 23 | | the juvenile justice system; |
|---|
| 24 | 24 | | (3) aid in the early identification of at-risk and |
|---|
| 25 | 25 | | delinquent children; and |
|---|
| 26 | 26 | | (4) facilitate cross-jurisdictional sharing of |
|---|
| 27 | 27 | | information related to juvenile offenders between authorized |
|---|
| 28 | 28 | | criminal and juvenile justice agencies and partner agencies. |
|---|
| 29 | 29 | | (b) The commission may use funds appropriated for the |
|---|
| 30 | 30 | | implementation of this section to pay costs incurred under an |
|---|
| 31 | 31 | | interlocal contract described by Subsection (a), including license |
|---|
| 32 | 32 | | fees, maintenance and operations costs, administrative costs, and |
|---|
| 33 | 33 | | any other costs specified in the interlocal contract. |
|---|
| 34 | 34 | | (c) The commission may provide training services to |
|---|
| 35 | 35 | | counties on the use and operation of a system created, operated, or |
|---|
| 36 | 36 | | maintained by one or more counties under Subsection (a). |

| 37 | 37 | | SECTION 2. This Act takes effect September 1, 2009. |
