77 relating to the creation and administration of a community-based
88 at-risk youth program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 33, Education Code, is amended by adding
1111 Subchapter G to read as follows:
1212 SUBCHAPTER G. EDUCATION AND SELF-SUFFICIENCY PROGRAM
1313 Sec. 33.251. PROGRAM. The agency, in conjunction with the
1414 Texas Higher Education Coordinating Board, shall administer the
1515 Education and Self-Sufficiency Program as described by this
1616 subchapter.
1717 Sec. 33.252. STATE DIRECTOR. The commissioner shall
1818 designate a state director for the Education and Self-Sufficiency
1919 Program.
2020 Sec. 33.253. DUTIES OF STATE DIRECTOR. The state director
2121 shall coordinate community-based efforts to:
2222 (1) assist students at risk of dropping out of school,
2323 as defined by Section 29.081, to develop a foundation for a
2424 well-balanced and appropriate education from early childhood
2525 education through middle and junior high school through the use of:
2626 (A) small school campuses that permit highly
2727 personal learning environments and that offer a culturally
2828 sensitive curriculum;
2929 (B) a variety of instructional and interactive
3030 methods to develop self-respect, self-confidence, and students'
3131 leadership skills; and
3232 (C) after-school enrichment programs to help
3333 students complete homework and improve academic skills;
3434 (2) provide at least two years of mentoring for high
3535 school students qualified and planning to pursue a postsecondary
3636 education;
3737 (3) provide vocational education training for high
3838 school students who do not plan to pursue a postsecondary
3939 education; and
4040 (4) provide high school graduates who do not plan to
4141 pursue a postsecondary education and parents of students adult job
4242 training, including job readiness training and vocational
4343 education training, and job placement assistance to assist those
4444 high school graduates and parents in transitioning from job
4545 training into the workforce.
4646 Sec. 33.254. PARTICIPATION IN PROGRAM. A community-based
4747 organization may participate in the program if the organization has
4848 a proven track record of successfully working independently in an
4949 area identified in Section 33.253.
5050 Sec. 33.255. FUNDING; DONATIONS. (a) The state director
5151 shall solicit and may accept federal funds, state funds, private
5252 contributions, grants, and public and school district funds to
5353 support the activities of the Education and Self-Sufficiency
5454 Program.
5555 (b) The state director may accept a donation of services or
5656 money or other property that the state director determines furthers
5757 the lawful objectives of the program. Each donation, with the name
5858 of the donor and the purpose of the donation, must be reported in
5959 the public records of the program.
6060 SECTION 2. This Act takes effect immediately if it receives
6161 a vote of two-thirds of all the members elected to each house, as
6262 provided by Section 39, Article III, Texas Constitution. If this
6363 Act does not receive the vote necessary for immediate effect, this
6464 Act takes effect September 1, 2009.
