7 | 7 | | relating to the Texas Education Agency's online clearinghouse of |

8 | 8 | | information concerning best practices for public schools. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 7.009, Education Code, is amended by |
---|
11 | 11 | | amending Subsections (a) and (b) and adding Subsection (e) to read |
---|
12 | 12 | | as follows: |
---|
13 | 13 | | (a) In coordination with the Legislative Budget Board, the |
---|
14 | 14 | | agency shall establish an online clearinghouse of information |
---|
15 | 15 | | relating to best practices of campuses, [and] school districts, and |
---|
16 | 16 | | open-enrollment charter schools. The agency shall determine the |
---|
17 | 17 | | appropriate topic categories for which a campus, district, or |
---|
18 | 18 | | charter school may submit best [regarding instruction, dropout |
---|
19 | 19 | | prevention, public school finance, resource allocation, and |
---|
20 | 20 | | business] practices. To the extent practicable, the agency shall |
---|
21 | 21 | | ensure that information provided through the online clearinghouse |
---|
22 | 22 | | is specific, actionable information relating to the best practices |
---|
23 | 23 | | of high-performing and highly efficient campuses and school |
---|
24 | 24 | | districts rather than general guidelines relating to campus and |
---|
25 | 25 | | school district operation. The information must be accessible by |
---|
26 | 26 | | campuses, school districts, open-enrollment charter schools, and |
---|
27 | 27 | | interested members of the public. |
---|
28 | 28 | | (b) The agency shall solicit and collect from the |
---|
29 | 29 | | Legislative Budget Board, centers for education research |
---|
30 | 30 | | established under Section 1.005, and [exemplary or recognized] |
---|
31 | 31 | | school districts, campuses, and open-enrollment charter schools[, |
---|
32 | 32 | | as rated under Section 39.072,] examples of best practices as |
---|
33 | 33 | | determined by the agency under Subsection (a) [relating to |
---|
34 | 34 | | instruction, dropout prevention, public school finance, resource |
---|
35 | 35 | | allocation, and business practices, including best practices |
---|
36 | 36 | | relating to curriculum, scope and sequence, compensation and |
---|
37 | 37 | | incentive systems, bilingual education and special language |
---|
38 | 38 | | programs, compensatory education programs, and the effective use of |
---|
39 | 39 | | instructional technology, including online courses]. |
---|
40 | 40 | | (e) The agency shall create an incentive award to recognize |
---|
41 | 41 | | school districts, campuses, and open-enrollment charter schools |
---|
42 | 42 | | that submit eligible practices to the clearinghouse. |
---|
43 | 43 | | SECTION 2. This Act takes effect immediately if it receives |
---|
44 | 44 | | a vote of two-thirds of all the members elected to each house, as |
---|
45 | 45 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
46 | 46 | | Act does not receive the vote necessary for immediate effect, this |
---|
47 | 47 | | Act takes effect September 1, 2009. |
