55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the Texas Education Agency's online clearinghouse of
88 information concerning best practices for public schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 7.009, Education Code, is amended by
1111 amending Subsections (a) and (b) and adding Subsection (e) to read
1212 as follows:
1313 (a) In coordination with the Legislative Budget Board, the
1414 agency shall establish an online clearinghouse of information
1515 relating to best practices of campuses, [and] school districts, and
1616 open-enrollment charter schools. The agency shall determine the
1717 appropriate topic categories for which a campus, district, or
1818 charter school may submit best [regarding instruction, dropout
1919 prevention, public school finance, resource allocation, and
2020 business] practices. To the extent practicable, the agency shall
2121 ensure that information provided through the online clearinghouse
2222 is specific, actionable information relating to the best practices
2323 of high-performing and highly efficient campuses and school
2424 districts rather than general guidelines relating to campus and
2525 school district operation. The information must be accessible by
2626 campuses, school districts, open-enrollment charter schools, and
2727 interested members of the public.
2828 (b) The agency shall solicit and collect from the
2929 Legislative Budget Board, centers for education research
3030 established under Section 1.005, and [exemplary or recognized]
3131 school districts, campuses, and open-enrollment charter schools[,
3232 as rated under Section 39.072,] examples of best practices as
3333 determined by the agency under Subsection (a) [relating to
3434 instruction, dropout prevention, public school finance, resource
3535 allocation, and business practices, including best practices
3636 relating to curriculum, scope and sequence, compensation and
3737 incentive systems, bilingual education and special language
3838 programs, compensatory education programs, and the effective use of
3939 instructional technology, including online courses].
4040 (e) The agency shall create an incentive award to recognize
4141 school districts, campuses, and open-enrollment charter schools
4242 that submit eligible practices to the clearinghouse.
4343 SECTION 2. This Act takes effect immediately if it receives
4444 a vote of two-thirds of all the members elected to each house, as
4545 provided by Section 39, Article III, Texas Constitution. If this
4646 Act does not receive the vote necessary for immediate effect, this
4747 Act takes effect September 1, 2009.
