| 7 | 7 | | relating to the establishment of a program at the University of |

| 8 | 8 | | North Texas at Dallas to provide financial incentives to certain |

| 9 | 9 | | students who agree to teach bilingual education, English as a |
|---|
| 10 | 10 | | second language, or Spanish in certain public schools. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter J, Chapter 105, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 105.502 to read as follows: |
|---|
| 14 | 14 | | Sec. 105.502. FINANCIAL INCENTIVE PROGRAM TO PREPARE |
|---|
| 15 | 15 | | TEACHERS IN BILINGUAL EDUCATION, ENGLISH AS A SECOND LANGUAGE, AND |
|---|
| 16 | 16 | | SPANISH. The University of North Texas at Dallas shall establish |
|---|
| 17 | 17 | | and administer a program to provide financial incentives such as |
|---|
| 18 | 18 | | tuition assistance or student loan repayment to students at |
|---|
| 19 | 19 | | institutions of higher education in the Dallas-Fort Worth area who: |
|---|
| 20 | 20 | | (1) agree to: |
|---|
| 21 | 21 | | (A) enroll in educator preparation programs at |
|---|
| 22 | 22 | | the University of North Texas at Dallas; and |
|---|
| 23 | 23 | | (B) obtain, within the period prescribed by the |
|---|
| 24 | 24 | | university, certification to teach bilingual education, English as |
|---|
| 25 | 25 | | a second language, or Spanish; |
|---|
| 26 | 26 | | (2) accept, during the first school year that begins |
|---|
| 27 | 27 | | after the date the student becomes certified, an offer of full-time |
|---|
| 28 | 28 | | employment to teach bilingual education, English as a second |
|---|
| 29 | 29 | | language, or Spanish in a public elementary or secondary school in |
|---|
| 30 | 30 | | the Dallas-Fort Worth area; and |
|---|
| 31 | 31 | | (3) teach bilingual education, English as a second |
|---|
| 32 | 32 | | language, or Spanish at that school for at least two school years. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 34 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 35 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 36 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 37 | 37 | | Act takes effect September 1, 2009. |
