66 AN ACT
77 relating to the establishment of a program at the University of
88 North Texas at Dallas to provide financial incentives to certain
99 students who agree to teach bilingual education, English as a
1010 second language, or Spanish in certain public schools.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter J, Chapter 105, Education Code, is
1313 amended by adding Section 105.502 to read as follows:
1414 Sec. 105.502. FINANCIAL INCENTIVE PROGRAM TO PREPARE
1515 TEACHERS IN BILINGUAL EDUCATION, ENGLISH AS A SECOND LANGUAGE, AND
1616 SPANISH. The University of North Texas at Dallas shall establish
1717 and administer a program to provide financial incentives such as
1818 tuition assistance or student loan repayment to students at
1919 institutions of higher education in the Dallas-Fort Worth area who:
2020 (1) agree to:
2121 (A) enroll in educator preparation programs at
2222 the University of North Texas at Dallas; and
2323 (B) obtain, within the period prescribed by the
2424 university, certification to teach bilingual education, English as
2525 a second language, or Spanish;
2626 (2) accept, during the first school year that begins
2727 after the date the student becomes certified, an offer of full-time
2828 employment to teach bilingual education, English as a second
2929 language, or Spanish in a public elementary or secondary school in
3030 the Dallas-Fort Worth area; and
3131 (3) teach bilingual education, English as a second
3232 language, or Spanish at that school for at least two school years.
3333 SECTION 2. This Act takes effect immediately if it receives
3434 a vote of two-thirds of all the members elected to each house, as
3535 provided by Section 39, Article III, Texas Constitution. If this
3636 Act does not receive the vote necessary for immediate effect, this
3737 Act takes effect September 1, 2009.
