| 10 | 10 | SECTION 1. Section 441.127, Government Code, is amended by | |

| 12 | 12 | (d) Accreditation standards adopted by the commission under | |
| 13 | 13 | Subsection (a) shall provide that a public library with a service | |
| 14 | 14 | area of over 50,000 residents shall provide computers with | |
| 15 | 15 | high-speed Internet access for public use. | |
| 16 | 16 | SECTION 2. This Act takes effect September 1, 2009. |
