9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 521.142, Transportation Code, is amended | |
11 | 11 | by amending Subsection (a) and adding Subsection (a-1) to read as | |
12 | 12 | follows: | |
13 | 13 | (a) An application for an original license must state the | |
14 | 14 | applicant's full name and place and date of birth. This information | |
15 | 15 | must be verified by presentation of proof of identity satisfactory | |
16 | 16 | to the department. The department must accept the following | |
17 | 17 | documents as satisfactory proof of identity under this subsection: | |
18 | 18 | (1) an offender identification card or similar form of | |
19 | 19 | identification issued to an inmate by the Texas Department of | |
20 | 20 | Criminal Justice; or | |
21 | 21 | (2) an identity document that is issued by the | |
22 | 22 | government of another country, if that document bears the | |
23 | 23 | applicant's photograph, full name, and date of birth and the | |
24 | 24 | government of the other country has established reasonable | |
25 | 25 | mechanisms by which the department can verify the identity | |
26 | 26 | document. | |
27 | 27 | (a-1) For purposes of Subsection (a)(2), an identity | |
28 | 28 | document includes a passport, a consular identity document, and a | |
29 | 29 | national identity document that complies with federal law. | |
30 | 30 | SECTION 2. This Act takes effect September 1, 2009. |
