                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION            March 10, 2009      TO: Honorable John T. Smithee, Chair, House Committee on Insurance      FROM: John S. O'Brien, Director, Legislative Budget Board     IN RE:HB1941 by Herrero (Relating to the election of the commissioner of insurance and qualifications of the commissioner and certain employees of the Texas Department of Insurance; providing civil penalties.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend statute and provide for the election of the commissioner of insurance. It is assumed that any additional costs associated with implementing the provisions of the bill could be absorbed within existing state resources. There would be a minimal revenue gain associated with additional filings fees. Local Government Impact No significant fiscal implication to units of local government is anticipated.
