99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subtitle F, Title 2, Health and Safety Code, is
1111 amended by adding Chapter 123 to read as follows:
1212 CHAPTER 123. PUBLIC HEALTH EXTENSION SERVICE
1313 PILOT PROGRAM
1414 Sec. 123.001. DEFINITIONS. In this chapter:
1515 (1) "Department" means the Department of State Health
1616 Services.
1717 (2) "Executive commissioner" means the executive
1818 commissioner of the Health and Human Services Commission.
1919 (3) "Program" means the public health extension
2020 service pilot program established under this chapter.
2121 Sec. 123.002. PROGRAM ESTABLISHED; PURPOSES. The
2222 department shall establish a public health extension service pilot
2323 program in Health Service Region 11, a region of the state that may
2424 be particularly vulnerable to biosecurity threats, disaster, and
2525 other emergencies. The purpose of the program is to:
2626 (1) support local public health and medical
2727 infrastructure and promote:
2828 (A) disease control and medical preparedness;
2929 and
3030 (B) biosecurity and the detection of the
3131 introduction of dangerous biologic agents, enhanced availability
3232 of environmental and toxicologic pathology services, and
3333 management of hazardous materials; and
3434 (2) evaluate the effectiveness of a public health
3535 extension service program for regions of the state that may be
3636 particularly vulnerable to biosecurity threats, disaster, and
3737 other emergencies.
3838 Sec. 123.003. RULES. The executive commissioner may adopt
3939 rules for the implementation and administration of the program.
4040 Sec. 123.004. PROGRAM ADMINISTRATION. The department may
4141 contract with The Texas A&M University System or The University of
4242 Texas System, or both systems, to implement or administer all or any
4343 part of the program.
4444 Sec. 123.005. PROGRAM OBJECTIVES. Through the program, the
4545 department may implement projects and systems to accomplish the
4646 purposes of the program described by Section 123.002, and may:
4747 (1) provide support for regional disaster medical
4848 assistance teams and tactical medical operations incident
4949 management teams;
5050 (2) establish a disaster training and exercise
5151 program;
5252 (3) establish and equip caches to ensure local
5353 availability of necessary medical supplies and equipment for use in
5454 disasters and other emergencies;
5555 (4) establish a regionally based system of emergency
5656 medical logistics management to support state and federal emergency
5757 management authorities that includes:
5858 (A) local patient triage sites; and
5959 (B) local emergency medical operations; and
6060 (5) establish a regionally based system to provide
6161 technical assistance for disaster mitigation and recovery.
6262 Sec. 123.006. REPORT. Not later than December 1, 2010, the
6363 department shall report to the governor, lieutenant governor, and
6464 speaker of the house of representatives on the program. The report
6565 shall include recommendations for continuation of the program and
6666 expansion of the program to other regions of the state that may be
6767 particularly vulnerable to biosecurity threats, disaster, and
6868 other emergencies.
6969 Sec. 123.007. EXPIRATION. This chapter expires and the
7070 program is abolished September 2, 2011.
7171 SECTION 2. This Act takes effect immediately if it receives
7272 a vote of two-thirds of all the members elected to each house, as
7373 provided by Section 39, Article III, Texas Constitution. If this
7474 Act does not receive the vote necessary for immediate effect, this
7575 Act takes effect September 1, 2009.
