8 | 8 | | their parents or guardians of automatic college admission. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 28.026, Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | Sec. 28.026. NOTICE OF AUTOMATIC COLLEGE ADMISSION. (a) |
---|
13 | 13 | | The board of trustees of a school district shall require each high |
---|
14 | 14 | | school in the district to post appropriate signs in each |
---|
15 | 15 | | counselor's office, in each principal's office, and in each |
---|
16 | 16 | | administrative building indicating the substance of Section 51.803 |
---|
17 | 17 | | regarding automatic college admission. To assist in the |
---|
18 | 18 | | dissemination of this information, the school district shall: |
---|
19 | 19 | | (1) require that each high school counselor and class |
---|
20 | 20 | | advisor be provided a detailed explanation of the substance of |
---|
21 | 21 | | Section 51.803; |
---|
22 | 22 | | (2) require that each high school counselor and senior |
---|
23 | 23 | | class advisor explain to eligible students the substance of Section |
---|
24 | 24 | | 51.803; and |
---|
25 | 25 | | (3) not later than the 14th day after the last day of |
---|
26 | 26 | | classes for the fall semester or an equivalent date in the case of a |
---|
27 | 27 | | school operated on a year-round system under Section 25.084, |
---|
28 | 28 | | provide each eligible senior student under Section 51.803 and the |
---|
29 | 29 | | student's parent or guardian[, at the commencement of a class's |
---|
30 | 30 | | senior year,] with a written notification of the student's |
---|
31 | 31 | | eligibility with a detailed explanation in plain language of the |
---|
32 | 32 | | substance of Section 51.803. |
---|
33 | 33 | | (b) The agency shall adopt a form to use in providing notice |
---|
34 | 34 | | under Subsection (a)(3). The notice to a student and the student's |
---|
35 | 35 | | parent or guardian must be on a single form. The form may contain |
---|
36 | 36 | | one or more signature lines to indicate receipt of notice by the |
---|
37 | 37 | | student or the student's parent or guardian. In providing notice |
---|
38 | 38 | | under Subsection (a)(3), a school district shall use the form |
---|
39 | 39 | | adopted by the agency. |
---|
40 | 40 | | SECTION 2. (a) The Texas Education Agency shall adopt a form |
---|
41 | 41 | | for notifying eligible high school seniors and their parents or |
---|
42 | 42 | | guardians of automatic college admission as required by Section |
---|
43 | 43 | | 28.026, Education Code, as amended by this Act, as soon as |
---|
44 | 44 | | practicable after the effective date of this Act. |
---|
45 | 45 | | (b) A school district shall provide notice to eligible high |
---|
46 | 46 | | school seniors and their parents or guardians of automatic college |
---|
47 | 47 | | admission as required by Section 28.026, Education Code, as amended |
---|
48 | 48 | | by this Act, beginning with the 2009-2010 school year. |
---|
49 | 49 | | SECTION 3. This Act takes effect immediately if it receives |
---|
50 | 50 | | a vote of two-thirds of all the members elected to each house, as |
---|
51 | 51 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
52 | 52 | | Act does not receive the vote necessary for immediate effect, this |
---|
53 | 53 | | Act takes effect September 1, 2009. |
