77 relating to informing public school districts of available
88 resources to reduce support costs.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 2305.038, Government Code, is amended by
1111 adding Subsection (c) to read as follows:
1212 (c) The comptroller, with the cooperation of the Texas
1313 Education Agency, shall develop information designed to promote
1414 awareness of the resources available under this section. The
1515 comptroller and the agency shall distribute the information
1616 annually to school district superintendents and energy management
1717 staff through:
1818 (1) e-mail notifications;
1919 (2) printed materials; and
2020 (3) information posted on the Internet websites
2121 maintained by the comptroller and the agency.
2222 SECTION 2. Subchapter F, Chapter 271, Local Government
2323 Code, is amended by adding Section 271.1021 to read as follows:
2424 Sec. 271.1021. COOPERATIVE PURCHASING PROGRAM DATABASE.
2525 (a) The comptroller shall establish and post on the comptroller's
2626 Internet website a database of cooperative purchasing programs
2727 available to a school district. The database must include:
2828 (1) the membership requirements and membership fees of
2929 each program;
3030 (2) a description of the broad commodity and service
3131 categories offered by each program; and
3232 (3) a link to each program's Internet website.
3333 (b) The comptroller shall consult with each local
3434 government participating in a cooperative purchasing program
3535 before including the program's information on the database
3636 established under Subsection (a).
3737 (c) The comptroller and the Texas Education Agency shall,
3838 through e-mail, annually notify school district superintendents
3939 and purchasing staff of the database established under Subsection
4040 (a).
4141 SECTION 3. Not later than January 1, 2010, the comptroller
4242 of public accounts shall establish the database required by Section
4343 271.1021, Local Government Code, as added by this Act.
4444 SECTION 4. This Act takes effect immediately if it receives
4545 a vote of two-thirds of all the members elected to each house, as
4646 provided by Section 39, Article III, Texas Constitution. If this
4747 Act does not receive the vote necessary for immediate effect, this
4848 Act takes effect September 1, 2009.
